The primary purpose of this position is to serve as a senior professional engineer with systems engineering responsibility in assigned area(s). Considered a technical expert for the organization in general engineering assignments concerning network operations technical solutions; employee provides technical leadership in planning, analyzing, and evaluating efforts.

Duties

Performs professional network systems engineering work in support of the development, or sustainment of space systems, components, support systems, equipment items, or an equivalent product. Functions as a technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects. Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
  • or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is subject to provisions of the DoD Priority Placement Program
  • PCS expenses are authorized.
  • Position designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a threat to the mission of the Air Force, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing.
  • May be subject to reasonable suspicion testing and safety mishap or accident testing.
  • Disclosure of Political Appointments
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Position may be recalled to duty.
  • Position eligible for telework in a regular and reoccurring or situational status while requiring occasional visit to duty location based on the mission directive and discretion of the supervisor. A telework agreement must be signed.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • Work requires the appropriate APDP certification(s); i.e., Level 2 or 3 in an area such as Test and Evaluation (T and E); Systems Planning, Research, Development, and Engineering-Systems Engineering (SPRDE-SE);
  • or Systems Planning, Research, Development and Engineering-Program Systems Engineer (SPRDE-PSE).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of advanced professional systems engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services. 2. Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. 3. Expert knowledge of system network practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the agency's operating program. 4. Expert level knowledge in advanced network technologies, routing and internet protocols, data schema management, network enterprise architecture and bandwidth management. 5. Extensive knowledge of planning and program management, standard acquisition regulations, practices, and procedures, as well as advanced mathematics, design standards, industry codes, techniques, and related disciplines to perform and execute a variety of systems engineering projects from conception to completion. 6. Ability to analyze data and communicate results in oral and written presentations, provide consultative and expert advisory services, and assess the impact of new technology on current systems and processes. Ability to communicate clearly, concisely, and with technical accuracy, in written and oral presentations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
