About the Position: Serves as Budget Analyst for ASC. Responsible for administering the total budget, including all phases of program planning and analysis. Incumbent determines funding requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. The incumbent manages the Defense Travel System (DTS) and Government Travel Credit Card (GTCC) program for assigned unit.

Duties

Provides advice and guidance to management officials on all budgetary matters. Develops and implements policies and procedures, advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, establishes audit trails, generates reports and budget updates, etc. Conducts long range budget planning. Serves as the primary GFEBS user and must be familiar with various financial systems including Automated Time, Attendance, and Production System (ATAAPS); GCSS-Army; DTS; Wide Area Workflow (WAWF); and Access Online (AXOL). Serves as Finance Defense Travel Administrator (FDTA) responsible for creating, maintaining, and resolving DTS lines of accounting (LOA) and budget issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Temporary Duty business travel (TDY) approximately 10% of the time.
  • FINANCIAL MANAGEMENT Level 2 Certified position. This certification requirement is a condition of employment. Failure to obtain certification within the required time may subject the incumbent to adverse action.
  • Incumbent must possess or obtain and maintain a Secret Clearance.

Specialized Experience: One year of specialized experience which includes monitoring and/or tracking of budgetary transactions and expenditures utilizing automated budgetary systems; AND analyzing program plans in relation to budgetary requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetFinancial Management AnalysisFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
