The Pharmacy Chief must be a licensed pharmacist and provide leadership, direction, organization, planning and implementation of pharmacy programs. Duties

The Pharmacy Chief has administrative and supervisory responsibility over a complex and growing pharmacy organization that has approximately 150 pharmacists, pharmacy technicians, and other support staff. Services are provided to the main medical center, Ambulatory Care Center (ACC), five Community Based Outpatient Clinics, and Research to include supporting the Centralized Mail? Out Pharmacy process. The Chief participates in all elements affecting the Medical Center mission as well as serving on committees designated to facilitate top management decisions. Based on the level of this position, the Chief may be assigned to not only VISN committees/councils but also VHA national committees and/or task groups. Develops and maintains effective, high quality clinical Pharmacy programs designed to maximize pharmacotherapeutic benefits from patient outcome and cost perspectives. Includes, but limited to Anti-coagulation, Pain Management, Pharmacokinetics, Pharmacoeconomics, Nutrition, Hematology-Onocology, Surgery, Medicine, Geriatrics and Geri-psych, Long Term Care, Rehabilitation Medicine, Blind Rehabilitation, Acute Psychiatry, Mental Health Intensive Case Management Program, Evaluation & Brief PTSD Treatment Unit, Spinal Cord Injury, outpatient programs in Home Based Primary Care, Patient Controlled Analgesia, Adverse Drug Event Repo1ting, Cardio-Pulmonary Resuscitation Team, Discharge Counseling, Primary Care, Total Parenteral Nutrition, Research, Cardiology, Women's Health, Disease State Management, formal and informal drug information, Infectious Disease, Chronic Kidney Disease, Diabetes, and interdisciplinary patient education programs. Maintain affiliation with the local pharmacy education institutions. Provides training for Doctor of Pharmacy students in specialty areas including, but not limited to, surgery, general medicine, infectious disease, ambulatory care, hematology-oncology, neurology, urology, psychiatry, neurosurgery, drug utilization, drug information, geriatrics, drug information, and pain management. Serves as a liaison between the Medical Center and the various local affiliations with higher-level education institutions. Oversees supervision of Pharmacy Sections (Administrative, Inpatient, Outpatient, and Ambulatory Care). Prepares projects and justifies budgetary, personnel, equipment and space requirements for Pharmacy. Responsible for the fiscal allocation of the cost center for Pharmacy and maintains accurate accountability for the medical sub-accounts for drug medical supplies and other supplies within the cost center. Maintains liaison with Fiscal to assure that adequate funds by actively monitoring drug costs, usage as to volume, patterns, and sources of purchases. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16 NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ? 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:GS-15 Service Chief Experience. In addition to meeting the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-14) or equivalent. Specialized experience includes but is not limited to: serving as a National or VISN Program Manager managing national or VISN level programs collaborating with other Federal agencies; serving as an Associate Chief or Associate CMOP Director coordinating multiple programs in pharmacy service in a medical facility; serving as a Service Chief at a Facility Complexity Level 2 or 3 medical facility maintaining effective interdepartmental relationships. Demonstrated KSAs. The following knowledge skills and abilities must be met: Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff.
