This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Systems Migration and Services Division. The incumbent will be responsible for overseeing and guiding the development and implementation of key communications plans, strategies, and programs to support HRD-wide operations.
Duties
Develops, executes, and evaluates communication plans and strategies to support IBC-wide operations and carry out leadership initiative and management priorities, including development and implementation of IBC's Integrated Communication Strategy.
Provides expert advice to the Executive Team and the HRD divisions on recommended communication approaches and strategies for internal (employee) and external (customer and stakeholder) communications.
Provides and maintains quality assurance for all enterprise level communications.
Ensures coordinated, focused, strategic messaging, and ensures efficient and effective communications throughout the enterprise.
Manages, guides, and oversees IBC internal and external websites for HRD to ensure content is current, relevant, accurate, well organized, Section 508 compliant, and user friendly. Guides, assists with, and provides recommendations for web development, technical enhancements, and acceptable site design.
Verifies that website content is consistent with IBC and DOI policies and practices.
Monitors information on the multiple sites to ensure the consistency of content.
Oversees refreshes and updates of IBC's multiple websites. Updates, creates, and publishes content using the content management system.
Develops and implements sustainable change management plans for organizational change initiatives.
Coordinates evaluation of planned organizational change impacts.
Identifies and manages anticipated resistance to planned change initiatives.
Supports leadership and employees through coaching and training on change management best practices.
Qualifications
At the GS-14level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Develop and execute a communication strategy to promote services and capabilities for system and services of the organization, effectively developing innovative approaches to communication plans, client outreach based on the type of and purpose of the communication.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You will receive credit for all qualifying experience, including volunteer experience.
