This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center (VAMC), in Resource Management Service. This position uses knowledge of budget-related principles, procedures, and methods to make recommendations on budgetary and administrative functions in support of the VAMC.
Duties
Major Duties include but are not limited to:
Budget Execution
Provides budgetary support and monitors the execution of the budget using Fund Control Points (FCPs) with different sources and types of funding.
Monitors the status and availability and disseminates this information accordingly.
Provides oversight of fund control points to meet budgetary assignments by monitoring rate of expenditure of budgeted funds.
Responsible for distributing funds to FCP's, reviews progress of obligations and maintains sufficient familiarity with operating and financial programs to make prompt recommendations for reprogramming actions.
Budget Presentation and Reporting
Provides advice, guidance and categorized amounts of funding that is available for assigned program on budget formulation and presentation.
Presents recommendation and direction to the Fiscal Officer on the status and accessibility of funds in different budget accounts and aspects of the budget.
Assembles and/or develops background data and documentation on support of requested program budgets for reference and evidence in organizational budget meetings.
Budget Formulation
Works closely with Facility Budget Analyst and CFO in developing the annual Budget Plan for Medical Center appropriations.
Develops estimates reflecting the cost of implementing proposed budget and/or program legislation.
Prepares salary estimates.
Monitors receipts of grants funds; use and rate of expenditure of budget funds; and Center distributions from VACO for affirmation and accountability purposes.
Performs other directly related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using established instructions, practices, or precedents for processing accounting or budget documents; monitors project funds and resolves projected shortfalls; preparing budget forecasts and reports on budget execution.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education or superior academic achievement which demonstrates the knowledge skills and abilities necessary to perform the work of the position.(Note: You must attach a copy of your transcripts)

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year or 18 semester hours.(Note: You must attach a copy of your transcripts.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying the budget process (i.e., formulation, justification, and execution) for a Medical Center to monitor the execution of a budget with multiple sources and types of funding; applying procurement and contracting procedures to facilitate VAMC and individual project needs.

To qualify based on education for this grade level you must have completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.(Note: You must attach a copy of your transcripts)
