About the Position: In this position you will serve as a government representative in charge of construction projects associated with local protection projects, levees, floodwalls, building construction and renovation etc.; and is in the Eng & Construction Support Branch located in Hinton, West Virginia.

Duties

You will serve as government representative in charge of construction projects associated with local protection projects, levees, floodwalls, pump stations, building construction and renovation etc. You will review plans and specifications, field working drawings and contractual documents to obtain an intimate knowledge of construction objectives and special details prior to contract advertisement. You will perform routine inspections and/or quality assurance of construction projects or phases to ensure projects are accomplished in accordance with governing contract plans and specifications. You will have personal contacts with individuals or groups from outside the agency, including consultants, contractors, vendors, or representatives of professional associations to complete daily tasks. You will inspect specific features under construction. You will make field/office contacts with contractor representatives regarding acceptability of work being placed and safety. You will entail problems of dealing and coordinating activities with a number of contractor representatives as well as customers and other stakeholders in day to day work situations.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-07: Specialized Experience: One year of specialized experience which includes applying knowledge of construction methods or techniques to independently inspect a wide variety of standardized construction features; perform quality assurance work to ensure contractor compliance with contract plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as technician, or survey technician. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08: Specialized Experience: One year of specialized experience which includes applying substantial knowledge of construction inspection and quality assurance methods and techniques to independently inspect a wide variety of standardized construction features. Perform quality assurance work to ensure contractor compliance with complex contract plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as construction, technician, or survey technician. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09: Specialized Experience: One year of specialized experience which includes inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; explain standard requirements of plans and specifications to contractors or customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). GS-10: Specialized Experience: One year of specialized experience which includes performing Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity. Review, advise, make recommendations, and evaluate contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-11: Specialized Experience: One year of specialized experience which includes scheduling and providing Quality Assurance coverage of multiple simultaneous construction projects ranging from basic to highly complex. Extensive knowledge in engineering and surveying methods and techniques. Review, advise, make recommendations, and evaluate contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-09, GS-10 & GS-11 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
