Office of Civil Liberties, Privacy and Transparency (CLPT) leads the IC in its efforts towards greater openness and accountability. CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community (IC). CLPT is also responsible for institutionalizing the Principles of Transparency for the IC. CLPT also champions the Principles of Professional Ethics for the IC : Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity.
Duties
Direct the execution of Civil Liberties, Privacy, and Transparency (CLPT) duties as they relate to the Office of the Director of National Intelligence (ODNI)and across the Intelligence Community (IC).
Lead a professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Lead efforts to institutionalize transparency in our public engagements as well as define the internal policies and processes that enable these projects.
Manage our multidisciplinary design team, capturing requirements and marrying them with the best-available technical solution, as well as the best practices for digital design and open government.
Manage CLPT's outreach portfolio to the government, academia, and private sector, fostering awareness, pursuing collaboration, and assessing the impact of emergent tools and technologies.
Manage institutionalizing the Principles of Transparency for the Intelligence Community, which guide decision-making on how the IC can offer insight its activities, and perform our vital mission more efficiently and effectively, while ensuring our sources and methods remain protected.
Qualifications
Mandatory Requirements:
Expert knowledge of law as, regulations, policies, procedures, EOs, implementation guidelines, rules, and agreements relating to federal Privacy and civil liberties.
Expert knowledge of technologies and communications approaches that are relevant for enhancing transparency.
Superior ability to successfully lead senior-level interagency teams or bodies that have achieved decisive results.
Have at least 5-years of experience working in the IC and a Bachelor's Degree.
Education
Bachelor's Degree.
