The primary purpose of the position is to serve as a Loan Production (LP) technical expert in the administration of the Department of Veterans Affairs (VA) Home Loan program. The Organizational Location of the position is in the LP section within the Regional Loan Center (RLC). RLC's jurisdiction encompasses the entire United States and its territories; involving wide and varied geographical, economic, social, political conditions, and influences, which have significant effects on real estate.

Duties

Major duties include but are not limited to: Responsible for completing in-depth post guaranty loan reviews. Based on findings from the review, identifies actions necessary for correction of any deficiencies, brings highly unusual and all possible fraud cases to the attention of management and recommends specific training needs. Ensure that all program participants and customers are afforded prompt and courteous service. Answers incoming calls and personally handles inquiries within the LP area. Reviews the underwriting of loan applications submitted to VA for guaranty in-order to ensure lender compliance with VA underwriting guidelines and regulations such as fees and charges. The incumbent reviews submitted documentation including VA forms, makes eligibility determinations, and issues Certificates of Eligibility (COE). Communicates with lenders to resolve data discrepancies in-order to issue COEs. Recommends approval or disapproval of restoration of entitlement, release of liability and substitution of entitlement applications; and audits releases processed and approved by lenders. Underwrites highly complex loan applications submitted to VA on a prior approval basis. These applications often involve the analysis of the financial capacity of joint mortgagors, marginal loan applicants, Veterans in receipt of pension where VA serves as the fiduciary, income that is based on the operations of business firms (some with varied activities), the rental of multi-family housing, or based on income sources outside the norm rather than stables salaries or wages. Conducts training and outreach with individual lenders throughout assigned areas to survey operations and meet with underwriters, processors, loan originators, and loan closers/shippers to ensure they are complying with laws, regulations, and all VA Home Loan program directives Underwrite complex loan applications; by analyzing the financial capacity of joint mortgagors, marginal loan applicants, Veterans who receive pensions, income based on operations of business firms, multi-family housing rentals, or unstable incomes. Collects, researches, analyzes, interprets, retrieves, and inputs data for/from a variety of computer systems utilized in LP. Assures quality input through the observation of audits and edits, timetables and record sequence and provides facts and statistical data, as requested Resolves problems, which occur with coding of loans into LP computer systems; prepares reports and quality control reviews, lender monitoring, lender and underwriter approvals, lender file maintenance; and makes recommendations as to the most effective and efficient means of managing the workload with allocated resources. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualifications, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) FOR SPECIALIZED EXPERIENCE AND EDUCATION. In addition to meeting the time-in-grade requirement, you must meet the basic specialized experience and the IOR specialized experience, or IOR educational requirement as described below by the closing date of this announcement, 09/11/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-7, position you must have served 52 weeks at the GS-5 grade level. For the GS-9, position you must have served 52 weeks at the GS-7 grade level. For the GS-11, position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. A most recent SF-50 that shows your time-in-grade eligibility, proof of status (career, career-conditional, or excepted service), and identifies your position title, series, grade, step, salary, tenure, and type of service must be submitted with your application materials. IOR EDUCATIONAL REQUIREMENT FOR THE GS7, GS-9 AND GS-11 GRADE LEVELS: Major study finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. IOR SPECIALIZED EXPERIENCE FOR THE GS7, GS-9 AND GS-11 GRADE LEVELS: Experience that demonstrated competence in agricultural, commercial, realty. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. GS-07- Specialized Experience: In addition to the IOR, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in federal or other service that equipped the applicant with the competencies to successfully perform the duties of the position OR, Education: Completion of one full year of graduate level education OR Bachelor's degree with Superior Academic Achievement (SAA)*. *SAA is based on the following: Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses Grade-point average-Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum Honor Society Membership-Election to membership in a national scholastic honor society. OR, Combination: A combination of education and experience equaling 100% of the required specialized experience. GS-09-Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the Federal service. This includes experience and/or knowledge of the policies and regulations as they relate to servicing and liquidating VA -guaranteed home loans OR, Education: For the GS-9, to qualify based on education for this grade level you must have a a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. The applicant must have at least six months specialized experience at the GS-07 in the normal line of progression for the occupation in the Federal service; and possess education beyond 18 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. GS-11-Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the Federal service. This includes demonstrating a thorough knowledge and expertise in all phases of the loan guaranty program. OR, Education: For the GS-11, to qualify based on education for this grade level you must have a a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of at least six months specialized experience at the GS-09 in the normal line of progression for the occupation in the Federal service; and education beyond 27 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is predominantly sedentary, although there is some standing, walking, bending, stooping, and carrying of light items such as files, computer printouts, and other types of records. Must be able to carry on effective interviews and telephone conversations. The incumbent must be available for travel and able to operate a motor vehicle in conjunction with fieldwork. The work requires long periods of sitting and mental concentration.
