The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Participates in the DTIC Call Center service which responds to user queries received via telephone, email, Web-based forms, and an online virtual reference service.
Provides a multidisciplinary subject matter expertise essential to the formulation of successful search strategies.
Represents Directorate or Center as a retrieval expert.
Participates in beta-testing of online products, undertakes and participates in special projects, and provides assistance to lower graded retrieval specialists.
Determines appropriate databases, based on evaluation of the customer?s needs and the applicability of specific files, from which to draw reference materials.
Attends meetings and conferences. Advises users on issues concerning the effective use of DTIC?s retrieval capabilities and information facilities as well as the access to commercial databases and network systems that are available.

Qualifications
Basic Requirement: To qualify for this position, you must meet one of the basic requirements described below.
1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
OR
2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND
Specialized experience:
GS-09 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience using information storage and retrieval techniques; experience with emerging information technology in order to select and use appropriate online databases and other tools to respond to the needs of users.
GS-11 - One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience in information storage and retrieval methods to devise effective search techniques to meet the specialized needs of users; experience implementing a validation process and security procedures in order to properly protect classified and proprietary information.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
GS-9: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., when education is directly related to the position being filled, may be substituted to meet the experience requirement.
GS-11: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
