You will serve as a Management Analyst in the Research and Development Support Activity support to Numbered Fleet Commanders' Intelligence objectives of NAVAL INTELLIGENCE ACTIVITY. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as a management analyst performing duties related to an Operations Officer regarding non-standard tasks to develop, analyze, and evaluate mission requirements. You will coordinate the testing and certification process of key intelligence capabilities prior to being declared fully operational for use to accomplish national tasking. You will review and approve personnel access requests to classified information and manage access to classified information under the purview of the Operational Support and Liaison Directorate. You will Review operational support plans produced by Directorate personnel prior to submission and for leadership coordination. You will monitor the planning, coordination, approval, and execution of operational support plans. You will develop mission operational requirements and evaluate those requirements against mission operations to identify areas for improvement; determines whether identified requirement objectives are being met. You will identify risks associated with recommendations and articulate impact on mission/operations. You will interpret policy and resolve conflict(s). You will make technical and non-technical decisions as required. You will provide staff guidance as necessary to analyze data in a way that produces innovative management analyses in his/her assigned area. You will perform information gap analysis and develops tactics, techniques, and procedures or new requirements to mitigate or eliminate gaps. You will advises the Director of Operational Support and Liaison on the effectiveness of current policies and procedures: recommend changes to improve productivity.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may requires a 2-Year DCIPS trial period requirement.
  • Must be able to report to the Pentagon each workday. Telework is occasional/situational only.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing Non-standard tasks to develop, analyze, evaluate, advise on, or enhance the effectiveness of organizational structures and procedures 2) Plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes; 3) Interpret policy and resolve conflicts; 4) Make technical and non-technical decisions; 5) Perform information gap analysis and develops tactics, techniques, and procedures or new requirements to mitigate or eliminate gaps; 6) Verbal and written communications techniques in order to produce finished products, prepare and present briefings and represent the activity in meetings and conferences.
