This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Alaska District is seeking a Civil Engineer to work on a wide variety military and civil works projects by developing construction costs and schedules. The ideal candidate will be detail oriented, have basic computer skills, and be able to work with all team members.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11, the incumbent will: Develops complete designs and engineering cost estimates for civil features of projects such as harbors, dams, roads, parking areas, grading and drainage plans, erosion control plans, excavation plans, and security fence systems. Provides scopes of work and technical guidance for work being performed under A-E contracts. Makes pre-design site surveys to obtain required field data for design of civil works, military, and HTRW projects. Communicates effectively in writing, electronically and verbally with Federal, State, Tribal and local officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement: This position has a basic entry requirement. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study with a major in the professional or scientific field. Please refer to the Office of Personnel Management Individual Occupational Requirements for possible ways to meet the basic requirements. Basic Requirement for Civil Engineer: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/civil-engineering-series-0810/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-9: One year of specialized experience which includes performing civil engineering work such as, but not limited to, preparing portions of conventional civil engineering plans, designs, and/or design specifications; and assisting with the development of construction costs and schedules. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes performing site investigations for construction projects to ensure compliance with contracts, developing construction costs and schedules; and assisting in the preparation of contract modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
