This position is located in the Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) Aviation Training and Operations Center (ATOC), Cedar City, UT and is responsible for safety and training programs and provides technical assistance and resources to the WS aviation operations nation-wide.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Manage the overall aviation safety effort for WS and serves as principal advisor to the National Aviation Coordinator (NAC) on all technical and administrative aviation safety matters. Coordinate and supervise the daily operations of the ATOC to ensure training events are coordinated and resourced. Plan, conduct, and report on aviation management reviews and evaluations of National and Regional aviation safety programs and operational activities for compliance with regulations and policies. Actively support, implement, and provide equal opportunity programs as specified by national policies and in employment for all subordinates, applicants, and new hires. Plan, establish, and monitor an adequate and reliable reporting system for aviation related accidents and incidents. Serve as Chief Investigator for aviation accidents and incidents, coordinating with the NAC for selection of accident investigation team members. Review WS aviation training and provide input to the NAC regarding adequacy of safety measures incorporated in the training. Assist as requested to provide safety-related training nationally, and specifically to Regions and State programs. Evaluate effectiveness of the technology transfer and adjusts course material/content to relate to the needs and objectives the WS Aviation Safety Program.

• Valid state driver's license is required at the time of application.
• Extended travel or temporary duty may be required of the position. This may involve irregular working hours, including overtime.
• The work is primarily sedentary in nature. However, significant exertion is sometimes required when investigating accidents in remote areas.
• Legal and physical ability to possess and discharge firearms appropriately and safely is required.
• Incumbents must be able to comply with both Federal and State statutory requirements to possess and use firearms in the performance of their duties and must maintain state-mandated firearm use certification requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. MINIMUM ELIGIBILITY REQUIREMENT: A. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; B. Valid State driver's license; C. Fluency in the English language; D. No chemical dependencies or drug abuse that could interfere with job performance; and E. High school diploma or equivalent. Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. In addition to the minimum eligibility requirement applicants must also possess: FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience planning, conducting, and reporting on aviation management reviews and evaluations of aviation safety programs and operational activities for compliance with Federal Aviation Regulations and Departmental policies. Experience developing aviation safety policies covering all phases of a highly complex and diversified mix of program aviation activities. Experience participating in aviation accident investigations and producing a final report. Experience coordinating and supervising daily aviation operations and training. Experience developing and presenting information relative to the agency's position at internal and external meetings. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
