This position is located in the Department of Health and Human Services, Program Support Center, Real Estate, Logistics and Operations (RLO), Real Property Management Services (RPMS), located in Washington, District of Columbia.

Duties

The incumbent is responsible for both external and internal communication by serving as the primary point of contact for the department on the application of policies and projections with authority to recommend positions, prepare, approve, and deliver major reports and briefings. The incumbent directs a technical and professional staff engaged in real estate acquisition, leasing, occupation agreements, disposal actions, space management, rent calculations and contract administration. The incumbent exercises leadership by providing guidance; leading large project/program teams; defining and developing internal policies and procedures; and predicting potential issues and proposing preventative actions. The incumbent performs complex real property and policy development, analysis and interpretation activities, resolving critical problems, and developing new real property, financial, and policies.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Performing facets of leasehold acquisitions (e.g. leasing, acquiring, and/or disposing of real property); Directing and/or overseeing subordinates who perform work associated with real property asset management; Developing, implementing, and/or managing short and long-range departmental goals and/or objectives related to real estate or space management; Developing real property, financial and/or grants policies.
