About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W03KAA WALTER REED ARMY INS OF RESEARCH. Responsible for the coordination of all aspects for security for the Institute's main campus and three overseas detachments.

Duties

Develop and implement policies and procedures for the personnel security program, review requests for clearances and special accesses, interview nominees and employees, and request an investigation from the appropriate organization. Perform security actions for the Walter Reed Army Institute of Research in all areas of Personnel Security and in Information Security relative to Couriers of classified material, Entry/Exit Inspections, and other security inspection programs. Provide advice and assistance on foreign disclosure, industrial security, information systems security, counterintelligence, foreign officer contact program, anti-terrorism and force protection, and sensitive compartmented information security. Manage the Personnel Security, Information Security, background investigations to include Foreign Disclosure and Force Protection. Conduct security in and out processing; conduct personnel security inspections. Conduct security briefings, to include the Force Protection Anti-terrorism briefing. Conduct security training exercises and physical security inspections; take classifiable fingerprints; and, prepare Serious Incident Reports and Command Critical Information Reports. Provide guidance and training on personnel security matters; develop local regulations and standing operating procedures. Level II Anti-Terrorism (AT) Officer for the command. Manage the intelligence support to force protection (FP). Provide expertise, research, analysis, and products concerning terrorist threats to the Command, as well as FPAT training. Manage the Operations Security (OPSEC )program as the Level II OPSEC Officer.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • This position requires the selectee to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience providing personnel security related program administration as evidenced by experience initiating, processing, reviewing and approving security clearance requests and clearance packets to ensure accuracy and completeness; and, managing personnel security databases/systems to inform personnel of their security clearance status upon completion of, or during an ongoing investigation. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Some federal jobs allow you to substitute your education for the required experience in order to qualify. In order to qualify based on substitution of education for experience, or, substitution of a combination of education and experience, applicants must demonstrate successful completion of the following: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Intelligence and National Security; Security Management; National Security; International Security; Homeland Security; Strategic Security, etc. OR Possession of the specialized experience as described above, but less than one year; and completion of at least two years of graduate education as described above, but less than the required three years. Compute the percentage of the requirements that you meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).
