The Secretary is assigned to the Engineering Service, Central Alabama Veterans Health Care System (CAVHCS). The primary function of this position includes but is not limited to, clerical, timekeeping and purchasing duties. CAVHCS consists of two primary campuses, Montgomery and Tuskegee, one VA Clinic (MVAC), Community Based Outpatient Clinics: Columbus, Dothan, Dothan Mental Health, Fort Rucker Wiregrass, Fort Benning, and Monroeville.
Duties
The duties of the Secretary include but are not limited to:
Edits and composes letters and reports
Reviews correspondence for accuracy and completeness
prepares public presentation outlines
Provides general clerical mail and correspondence services
Researches files and assembles background information
Screens publications, directives, correspondence, etc.
Provides general calendar maintenance
Arranging for meetings and small conference administrative details
Independently schedules supervisor/staff member time based on knowledge of preferences and current commitments.
Prepares as necessary meeting binders for scheduled meetings and events.
Maintains effective office systems (including files and report automation), travel procedures (including reservations and itinerary)
Ensures that files include all documentation necessary for accurate hands-on daily office routines
Incumbent will serves as the clerk that prepares online invoices for certification.
Maintain a Government Purchase Card and/or Contracting Officer Technical Representative certification.
Purchase needed office supplies and may make other purchases under the purchase threshold that are needed to support
the Service.
Assist with tracking of reports due to the Facility, or other offices and ensure they are submitted in a timely manner.
Answering the telephone, referring visitors, or providing information about the office, its functions, and standard operating
procedures
Backup timekeeper for time and attendance, incumbent must learn and stay abreast of complex rules and regulations governing time and attendance.
Work Schedule: Full-Time, Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using multiple computer software programs to enter, manipulate, retrieve and generate reports through word processing, spreadsheets, and databases; Providing general clerical public contact services such as answering telephone, referring visitors, or providing information about the office, its functions and standard operating procedures.; Backup timekeeper for the multiple T&Ls of the service; Knowledge and skill of qualified typist in order to operate a personal computer to prepare meeting minutes, correspondence, reports, manuscripts and spreadsheets; Knowledge in planning and carrying out the work of the office and handling problems and deviations in accordance with established instructions, priorities, policies, commitments and program goals of the supervisor. (This experience must be supported by your resume to be creditable.)

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
