This position is located in the Bureau of Administration, Office of Logistics Management, Office of Logistics Operations (A/LM/OPS).  This position manages and directs the operations of the Warehouse Branch in the Secures Logistics Division, Office of Logistics Operations, DAS for Logistics Management, A- Bureau, in the US Department of State.   

Duties

Creates, edits, writes, reviews, develops, issues, and maintains A/LM policy and guidance, and business practices to ensure services, efficiency, fairness, cost effectiveness, compliance with legal and regulatory requirements, and standards. Formulates and develops policy on systems accountability, asset management controls and systems, property utilization, receiving/disposal practices, distribution facilities system, packaging, rehabilitation/maintenance, and facilities and storage. Communicates in both formal and informal settings justifying programs to higher level management officials, or consulting with colleagues both within and outside the agency. Receives, writes and edits documents for factual content. Serves as a specialist in "Property Management" with emphasis in inventory management, property administration, contractor held property, and motor vehicles.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.   Qualifying specialized experience must demonstrate the following: Experience creating, writing, developing, issuing, and maintaining policy and guidance directed to a worldwide logistics operation.  Experience formulating and developing organization-wide program policy on systems accountability, asset management controls and systems, property utilization, receiving/disposal practices, distribution facilities system, packaging, rehabilitation/maintenance, and/or facilities and storage. Experience justifying, supporting and communicating logistics related programs to higher level management officials.  Experience serving as a Property Management specialist with an emphasis in inventory management, property administration, contractor held property, and motor vehicles.  There is no substitute of education for specialized experience for the GS-14 position.
