THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a WG-3414-12 MACHINIST (SMALL SHOP CHIEF) (TITLE 32), Position Description Number D2740000 in SPMD 4740 and is part of the MO TASMG Shop. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW

Duties

Plans and lays out work to be accomplished in the shop, which is then completed by the incumbent and lower graded mechanic(s). Independently determines appropriate maintenance procedures, such as how, and when the work should be accomplished. Plans, organizes, and directs shop programs/procedures under general supervision. Determines approaches, methods and courses of action required to accomplish the mission of the shop in an effective and efficient manner. Provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position description changes, disciplinary actions, and leave, etc. Provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position description changes, disciplinary actions, and leave, etc. Ensures safety and regulatory requirements are met.   • Management has the right to convert this position to permanent status without re-advertising.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate must be AFSC qualified within 12 months from date of appointment. Warrant Officer - Branch 91 Enlisted - CMF 91 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience or training that has provided you with sufficient knowledge to complete the work of this position; and experience or training which demonstrates your ability to lead other technicians engaged in the duties performed by this position.Experience, education or training which demonstrates your ability to operate machine tools and their attachments and to use measuring instruments and equipment; knowledge of the machinability of metals and other materials; and able to read and interpret blueprints, sketches, work sheets or other specifications. WG-12 SPECIALIZED EXPERIENCE: Must have 18 months of specialized experience which demonstrates a broad comprehensive knowledge of various machining operations, accepted machine trade methods and techniques, and skill in using any of the conventional and/or computer numerical controlled (CNC) machine tools. The specialized experience must demonstrate the ability perform all types of machining operations, independently plan the sequence of operation, lay out work, read and interpret blueprints, and determine required adaptation of conventional and specialized machine tools.
