The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.
Assist the Director and Deputy Director of OESET in supporting the DNI in executing all aspects of the ODNI strategic objectives and ODNI's day-to-day operations. Execute the organizational vision set by the Director and Deputy Director that integrates key organizational program goals, priorities, and ODNI values.
Guide development and implementation of OESET's strategy, including budget and resources; congressional relations; customer support; data and technology; diversity, equity, inclusion, and accessibility; foreign, governmental, and industry partnerships; human capital management; and strategic communications.
Provide direct support and advice to the OESET Director and Deputy Director on a myriad of complex issues, activities and programs that affect the entire ODNI, IC and other federal agencies; lead special projects that span across the ODNI, IC and with other federal agencies to resolve complex issues.
Advise the National Intelligence Manager for Economic Security and Emerging Technologies and the Deputy National Intelligence Managers on options for improving IC posture and effectiveness in the OESET mission space.
Represent the Director and Deputy Director of OESET in numerous ODNI and IC fora, as well as with
the White House and Congress.
Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.
Qualifications
Mandatory Requirements:
Expert knowledge of the economic statecraft, financial intelligence, energy security, supply chain or emerging technology mission spaces.
Experience with the Intelligence Planning, Programming, Budgeting and Execution (IPPBE) process, including with the Strategic Investment Group or similar fora.
Experience with collection or analysis.
Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management, including demonstrated experience interacting with Congress (members and staff), IC leadership (EXCOM or DEXCOM members), the NSC, and senior administration officials.
Experience working with foreign and industry partners.
Superior organizational, managerial, and leadership skills, including strong interpersonal and negotiation skills, as well as the ability to build consensus, work effectively, and independently exert influence to major stakeholders.
Excellent organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees.
Expert ability to work well with others on difficult and occasionally contentious issues. Extensive experience managing personnel including supervisory and rating/reviewing duties.
Expert interpersonal and organizational skills, including the ability to conceptualize and lead complex projects with little supervision and manage multiple, competing priorities.
Desired Requirements:
Expert knowledge of multiple OESET missions (economic statecraft, financial intelligence, energy security, supply chain and emerging technology, including experience with these mission in multiple elements of the intelligence cycle.
Established record of developing innovative mission solutions and shepherding those solutions through the IPPBE process.
Superior knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests.
Advanced degree or equivalent experience as determined by mission specialty area.
Education
Master's Degree.
