THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is a WG-5378-10 POWERED SUPPORT SYSTEMS MECHANIC (TITLE 32), Position Description Number D1067000 in SPMD 4622 and is part of the MO Army Aviation Support Facility Ft Leonard Wood. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Responsible for the Ground Support Equipment maintenance program, inventory control, and the identification and scheduling of preventive maintenance requirements for ground support equipment. Troubleshoots deficiencies and repairs flight critical equipment including lifting devices, turbine powered generators, towing devices and auxiliary power units. Troubleshoots, repairs, services, performs modifications on, and operates powered ground support equipment such as AC and DC power generators, air compressors, blowers, heaters, portable lighting units, deicers and non-powered equipment, etc. Performs required preventive maintenance and servicing of equipment including repairing and replacing tires, lubrication, oil changes, replacing air, fuel and oil filters, and checking fluid levels;. Adjust or replace ignition parts, hoses, v-belts, and other items. Performs major system component overhaul/rebuild, repair/replacement and troubleshooting as needed.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Any other individual selected for this position will be placed into an Indefinite appointment.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.
  • Employment can be terminated with a 30 day notice.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - SFC (E-7) Enlisted - CMF 15 or 91; MOS 92A, 92F, 92Y, 94E or 94R Supervisor must verify that selected individual occupies a compatible military position. Title 32 employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training which demonstrates knowledge of mechanical maintenance work; ability to read and use technical manuals, illustrations, diagrams and schematics; and skill in the use of equipment and hand tools used in troubleshooting, testing and repairing equipment. WG-10 SPECIALIZED EXPERIENCE: Must possess 18 months of specialized experience and/or appropriate training in functions such as inspection, maintenance, repair and modification of aviation powered ground support equipment used in support of electronic systems or subsystems. Experience in servicing, maintaining, disassembling, assembling, repairing, and testing powered support systems equipment. Experience diagnosing malfunctions and determining a remedy where knowledge of specialized components is necessary to locate a malfunction. Experience in making mechanical repairs that required the use of precision measuring equipment. Experience in using complex diagnostic and testing equipment such as multi-meters, turbine engine and analyzers, leak detectors ohmmeters, dynamometers, and load banks.
