A Medical Administrative Assistant serves as the Administrative Officer of the Day (AOD), representing the Medical Center Director and the Boise VA Medical Center (BVAMC) on all administrative matters (non-policy making) occurring when assigned to other than regular Monday through Friday business hours. During the irregular tours, the AOD serves as the representative of the Medical Center Director as the highest administrative authority on site to conduct operations.
Duties
Major Duties:
The AOD is delegated full authority and responsibility to exercise the BVAMC Director's prerogative in medical administrative matters occurring during their tour of duty outside of normal business hours.
Represents and acts on behalf of the BVAMC Director in (non-policy making) administrative matters
Represents management in matters pertaining to the lawful retention of Veterans in the BVAMC
Provides full medical administrative support during other than normal tours of duty to clinical and administrative BVAMC
Interprets VA rules and regulations relating to determining legal entitlement
Ensures that appropriate legal, regulatory and policy requirements are met
Processes administrative issues surrounding beneficiary death (Decedent Affairs), seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, code blue, code red, cost recovery matters, and facility or community disasters, etc.
Assumes control of communication and notification in event of local and civil disasters, in accordance with local facility disaster plan
Provides administrative authority, guidance, and advice to the Medical Officer of the Day (MOD), Registered Nurse Officer of the Day (RNOD), and all other clinical staff concerning administrative matters necessary for the operation of BVAMC during other than normal tours
Provides orientation and situational technical advice to providers regarding VA policies and procedures
Assists BVAMC staff with medically related legal problems; including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients
Promotes harmonious working relationship among patients, public, and staff
Observes, evaluates, and coordinates administrative activities with interdisciplinary teams to provide administrative support with the provision of care
Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned Veterans, families, visitors, law enforcement officials, representatives from private hospitals, Veterans service organization representatives, VA Central Office, military personnel, private physicians, media, and the general public
Oversees determination of applicants' eligibility
Determines extent of release of medical or social data from patients' records. Safeguards and ensures rights and responsibilities of patient
Establishes and maintains liaison with Public Affairs Office
Approves and coordinates tests and procedures which cannot be done at BVAMC
Coordinates patient referrals and transfers to and from BVAMC
Responds to numerous inquiries from non-VA provides, patients, and the general public regarding entitlement, services provided, etc.
Prepares daily Gains and Losses sheet and other statistical related reports
Obtains bed availability for treatment

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 09/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing administrative support in a medical/clinical setting that demonstrates a knowledge of medical terminology, applicable laws and regulations related to Patient Care and treatment (i.e. admissions, discharges, transfers, scheduling, sharing agreements, legal detentions beneficiary travel, etc.); Knowledge of medical and administrative record systems, HIPPA, Privacy Act, and Freedom Of Information Act; Research problems and provide guidance using applicable policies/standards; Receive and respond to telephone inquiries; and the ability to interpret rules, regulations, policies and procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Physical Requirements: Although operating from a desk in the admission area, the AOD is continually required to move about the area in order to make contacts and consult with staff. There may be some climbing of stairs, or occasional equipment, other articles needing to be lifted, carried or pushed such as suitcases, medical charts, etc.
