This is a Senior Executive Service (SES) position in the Office of the Managing Director (OMD), Office of the Information Technology (OIT) at the Federal Maritime Commission (FMC). The FMC is an independent regulatory agency with the mission to ensure a competitive and reliable international ocean transportation supply system that supports the U.S. economy and protects the public from unfair and deceptive practices.
Duties
The incumbent serves as theChief Information Officer (CIO) of the Federal Maritime Commission. In this capacity, the responsibilities include:
Serves as an authority in all areas of information technology (IT). Delegated responsibilities concern all aspects of substantive agency programs as they relate to the IT applications development, delivery, and management, including the modernization, implementation and enforcement of IT and data management policies and procedures.
Serves as the agency's consultant to the Managing Director and Chairman on the design, development, and integration of IT systems and applications to meet agency needs.
Establishes strategic direction and provides overall policy direction to ensure the effectiveness and efficiency of agency IT resources in support of its strategic mission.
Provides strategic leadership and programmatic guidance to OIT and ensures agencywide IT responsibilities and activities are fully integrated and coordinated.
Implements and ensures adherence to relevant provisions of Federal Acquisition Regulations (FAR), the Federal Information Security Management Act (FISMA), the Electronic Signatures in Global and National Commerce Act, Section 508 of the Rehabilitation Act of 1993 (as amended), OMB Circular 130, the Paperwork Reduction Act of 1995, the Government Paperwork Elimination Act (GPEA), the Clinger/Cohen Act, and the Government Performance and Results Act of 1993 (Public Law 103 62).
Participates in meetings with FMC executive leadership.

As a basic requirement, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and possess experience that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet the basic qualification requirement and all executive and mandatory technical qualifications determinations will eliminate you from further consideration.
EXECUTIVE CORE QUALIFICATIONS (ECQ):

ECQ 5: BUILDING COALITIONS - This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies required: Partnering; Political Savvy; and Influencing/Negotiating.
MANDATORY TECHNICAL QUALIFICATIONS: These factors are required and must be addressed for the incumbent to perform the duties of the position. The applicant is to provide a separate narrative statement for each of the following mandatory technical qualifications that describes fully, but concisely, how their experience supports each of the following qualifications. The combined narrative statements should total no more than 6 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate applicants from consideration:
MTQ 1: Demonstrated success in advocating for and introducing new technology platforms and applications into organizations; demonstrated knowledge and experience in implementation of new applications including modern workflow approaches, working with contract staff, custom applications development, procurement and deployment of commercial-off-the-shelf solutions. Provide examples and explain the complexity of the implementation.
MTQ 2: Demonstrated experience in strategic planning and management, enterprise architecture, IT capital planning and investment control, IT governance, audit management, change management, and creating processes and procedures to meet federal IT requirements and regulations, including those related to cybersecurity. Provide examples and describe the outcomes achieved.
MTQ 3: Demonstrated experience leading communications and IT systems support for agency users, including laptops, telephonic and video communications software and hardware, and servers. Provide examples of how you successfully oversaw IT customer service and explain the scope of the program, including approaches to triaging agency needs, tracking requests, and resolving issues.
