This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Control Structure works to ensure flood control along the Atchafalaya River and the Mississippi River.

Duties

Perform the full range of field maintenance and repair work on heavy engineer-type equipment and automotive vehicles at a district flood control structure. Equipment includes bulldozer-crawler tractor, 15-700 ton gantry crane, motor graders, drag lines, mobile cranes, wheeled tractors, attachments, tracks, electric motors, compressors, generators, and flood control pumping station. Determine nature of repairs required, and performs major and minor overhaul and repairs on engines, transmissions, suspensions, steering, braking, and electrical fuel and hydraulic systems. Apply understanding of mechanical makeup, operation, and working relationships of the systems, assemblies, and parts of the vehicles while performing repairs and/or preventative maintenance. Diagnose cause of trouble and determine whether repair can be accomplished in the field or if shop facilities are necessary. Interpret technical manuals to install needed components to ensure effective operation of complete systems and vehicles according to established specifications. Operate, service, maintain and make major mechanical repairs to pumping station, drainage structures, and other flood control structures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A pre-employment physical is required.
  • Must have or be able to obtain a Class A Commercials Driver's License.
  • Incumbent must be qualified to drive Government vehicles in accordance with Corps of Engineers standards.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • U.S. Army Corps of Engineers Boat License required to be obtained/maintained.
  • One year probationary period required.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic ~ without more than normal supervision. This is defined as the ability to perform common diesel engine and hydraulic repairs. I can perform some component maintenance or repair of engine and hydraulic systems. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort - Works in tiring or uncomfortable positions for long periods, work requiring precise fittings and adjustments may require more frequent bending, reaching, stretching, climbing, crouching, and working in cramped or awkward positions. Performs strenuous work while standing, lying, or sitting; is required to frequently lift and carry items weighing up to 50 pounds, and to use similar effort in pushing, pulling, mining, and positioning parts and tools. Working Conditions - Work is performed both inside and out of doors, and employee is exposed to bad weather, changes in temperature, grease, fumes, and dirt. Tracing defective equipment or parts of a system may increase the possibility of receiving cuts, burns, and abrasions as well as electrical shock and skin irritations. May be required to wear protective clothing or equipment which may be uncomfortable to wear for extended periods. Is also exposed to those hazards normally associated with work performed on or about water.
