As the highest administrative authority on duty, the Administrative Officer of the Day (AOD) at the VAMC Chillicothe OH. Employee represents and acts on behalf of the Medical Center Director and Patient Business Service Manager in all non-policy making administrative matters.

Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Provides administrative authority, guidance, and advice to Medical Officer of the day (MOD) and Psychiatric Officer of the day (POD) and all other clinical staff concerning administrative, medical legal, and quasi-legal matters necessary for operation of the medical center during other than normal tour hours. Interprets VA Policies and Directives relative to patient care, treatment, hospitalizations including involuntary hospitalization, commitment, testamentary capacity, guardianship, consent for procedures or treatment or treatment, subpoenas, and release of medical information. Promotes harmonious working relationship among patients, public, and staff. Directly intervenes when problems regarding patient activity occur, advising clinical staff of appropriate administrative action. Observes, evaluates, and coordinates administrative activities with OI&T, Engineering, Laboratory. Radiology, Nursing, VA Police and Fire departments, Pharmacy Service, as well as various other services as the need arise. Coordinates non-routine contacts received at the medical center after regular operating hours. Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials. representatives from private hospitals, veterans service organization representatives, congressional offices, military personnel, private physicians, media, and the public while safeguarding patient privacy in accordance with VA regulations, policy, Privacy Act, and Freedom of Information Act requirements. Processes media inquiries pertaining to extraordinary situations providing Public Affairs Officer notification of such inquires. Determines or substantiates need to call in off-duty personnel when emergency situations arise. In event of alerts, fires, and other emergencies. coordinates activities as required and provides notification to essential staff and personnel. Secures resources or services needed to manage the medical center. Work Schedule: Sunday - Saturday with rotating tours during non-administrative hours. Qualifications

A bachelor's degree with Superior Academic Achievement (SAA). To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. I graduated in the top third of my graduating class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. OR I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. OR I am a member of a national scholastic honor society. (Unofficial Transcripts Required)-OR- One full year of graduate level education in a field that provided the competencies/knowledge, skills, and abilities necessary to do the work. (Unofficial Transcripts Required)-OR- One year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped me with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes knowledge of medical and technical terminology; ability to research, locate, and interpret public laws, rules, regulations, policies, and procedures to make sound decisions using good judgment; experience with safety and fire prevention rules and regulations and disaster plans and procedures in a medical setting; experience identifying and analyzing complex problems or situations; and experience utilizing a variety of software packages to complete assigned projects, and narrative and statistical reports in a thorough, accurate, and timely manner.-OR- An equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work requires much walking, sitting, standing, bending, and lifting of patient's records, clothing, and valuables. The work requires constant computer entry and receipt of multiple phone inquiries. The work consists of multiple stressors from loud and/or constant noises coming from patients waiting areas. i.e., patient conversing, family members arguing, children playing, loud playing television or radio, making it difficult to concentrate and conduct VA business without interruption. Stressors exist from difficult encounters with individuals whose level of understanding is limited, under the influence of drug/alcohol, emotional state, or cultural diversity.
