The Licensed Marriage & Family Therapist (LMFT) Substance Use Disorders (SUD) Program Manager is assigned to the Orlando VAHCS Lake Nona, Viera, Daytona, or Lake Baldwin location and serves a dual role as both program manager and substance use clinician, providing clinical psychosocial and case management services at an advanced practice level to eligible Veterans and their family members to meet biological, psychological, and social needs related to substance use disorders issues.

Duties

The selected LMFT will be administratively responsible for the clinical programming and daily operations of all SUD programing for the Orlando VA HCS. The incumbent develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The selectee manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. The selectee maintains primary responsibility for the implementation of all Standard Operating Procedures (SOP's) related to SUD. The selectee has oversight and administrative authority over all SUD programming and participates in program development, implementation, and evaluation of SUD services through Orlando VA HCS. Additionally, the selectee works closely with Mental Health Service leadership to develop strategic plans for the growth and development of SUD programing. Some of the duties include, but are not limited to; Development of short- and long-range goals and plans, development and implementation of policies and procedures to ensure goal attainment, management of administrative and programmatic resources, and outcomes monitoring using data-driven quality assurance processes. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Such programs deliver specialized, complex, highly professional services that are important program components of the medical center and significantly impact the health care provided to veterans. Directs the clinical work of professional staff, including psychiatrists, psychologists, social workers, mental health counselors, peer support specialists, and trainees. Responsibility for coordinating interdisciplinary staffing, work assignments, treatment services, and admission criteria of the program. Responsibility for coordinating budget, program development, and program oversight. Manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the Associate Chief of Staff-MH, plans, organizes and directs administrative, operational, patient and personnel activities for the service. Responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN and VACO, ensuring compliance with appropriate accrediting bodies such as CARF or JCAHO and monitoring entities (such as NEPEC), as appropriate. Consults with others to offer guidance and stimulation in research directions for the program. Plans and oversees the completion of research programs, designed to provide information regarding program planning and relevant treatment approaches. Presents outcome data/research results at VA and national scientific meetings. Oversee the establishment of program monitors and outcome measurements within programs using data-driven quality assurance processes. Has broad responsibility for program accreditation and compliance for the OVAHCS system. Ensures compliance with VHA Handbook 1160.01, Uniform Mental Health Services in VA Medical Centers, and compliance with any VHA directives relevant to SUD services. Ability to effectively supervise and manage subordinate employees; assess qualifications and abilities of current and prospective employees; develop productivity standards appropriate to each service provided and each venue; and provide fair, principled, and decisive leadership for a work environment that promotes shared accountability. Knowledge of supervisor duties which includes clinical supervision, consultation, negation with other departments and quality improvement. Skills in interpersonal relationships in dealing with employees, team leaders, and managers. provides technical assistance to monitor activities and program reviews, and the development and analysis of information. Demonstrates knowledge of VA and community resources to meet the complex psychosocial needs of this unique population of patients and to ensure they are referred to the least restrictive environment that meets the level of care needed. Evaluates subordinate's performance and offers instruction, advice, or counseling on clinical and administrative matters. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT. Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13 Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an AAMFT Approved Supervisor credential. Preferred Experience: References: VA Handbook 5005/101, Part II, Appendix G44 Physical Requirements: The work is primarily sedentary. Light lifting (under 15 pounds), Walking (up to 2 hours), Hearing (aid permitted), emotional/mental stability.
