The purpose of this position will be to plan, develop, implement and consult on a variety of programs and venues to accomplish results oriented outcomes and promote the values and goals of the department. Provides expertise and guidance to VISN clients related to training approaches to enhance quality of care for veterans or improve business practices throughout VHA.

Duties

VISN 15 Instruction Systems Specialist establishes instructional design, development, or evaluative criteria through the analysis of educational or instructional problems or questions. Conducts analyses of occupational areas or jobs to determine the requirements for revision of existing instructional systems or development of new training programs. Develops, reviews, and revises instructional materials for courses or occupations in accordance with specific learning objectives. Acts as a Talent Management System (TMS) administrator for VISN 15. Duties include but are not limited to: Conducts analyses of occupational areas or jobs to determine the requirements for revision of existing instructional systems or development of new training programs. Uses job interviews, questionnaires, surveys, direct observation of workers, and/or reviews by panels of experts; develops the instruments used in collecting and recording job data; develops listings of the duties, tasks, and elements necessary to perform jobs through statistical analysis of the collected data; selects from these lists the tasks requiring training; develops measures of job performance; analyzes existing courses; and chooses instructional settings. Plans, coordinates, and develops components of instructional design based on the findings of occupational analysis. Determines the learning objectives and task learning relationships, and cluster learning events; organizes course content and develops instruction design plans; analyzes learning problems, selects teaching strategies using appropriate models, and develops course plans using this information; identifies tasks that can be efficiently and effectively supported by job or skill performance aids; selects suitable performance measures or develops new measures required to document effectiveness; develops learning maps and performs learning analyses from the initial training levels through the operating levels of tasks or jobs; and uses a systems approach to training. Develops, reviews, and revises instructional materials for courses or occupations in accordance with specific learning objectives. Plans and organizes the work, determines possible sources of information, and conducts fact finding; develops or revises the specific content, organization, style, format, emphasis, and treatment of each segment of the instructional courses or systems; and develops finished products including lesson plans, training texts, television programs, programmed texts, or computer assisted instruction. Designs or develops criteria for designing training aids and devices based on needs analysis of the instruction systems. Confers with curriculum designers, course writers, instructors, and subject-matter specialists to coordinate instruction system analysis leading to producing (a) films, film strip recordings, computer assisted instruction, video discs, and other audiovisual materials or special training devices, or (b) equipment, such as simulators, test equipment, and mockups; confers with technical production personnel during model construction, service-test completed models, and recommend revisions; and prepares instructions for using training aids considering training objectives and tie-in with instructional materials for resident or extension courses. Adapts or modifies objective tests and other instruments to measure student achievement and the adequacy of instruction. Studies the learning objectives of courses of instruction and the subject-matter content, texts, technical manuals, and other course materials; studies occupational standards in the specific subject areas to be tested; conducts studies to determine the reliability and validity of tests through analysis of results of trial application; writes, reviews, revises, and rewords test items as necessary; conducts statistical studies of examination results and individual test items; and develops recommendations from study results that may relate to admissions policy, coverage of courses, instructional methods, student counseling, or aspects of the education or training program where test results may be significant as guides for action. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: classroom teaching and program management; Talent Management System (TMS) Administrator or Domain administrator. Experience in managing Virtual Classrooms; Microsoft Office Programs; Lean Six Sigma; and Virtual Training and On Site Training Instruction. Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 1750 Occupational series, you must possess: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Physical Requirements: No special physical exertion is required for this position. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
