About the Position:
U.S. Army Research Laboratory (ARL) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. This position is a DJ-03 Category II (salary between GS-11 Step 01 through GS-13 Step 10) pay band.
Duties
Provide Subject Matter Expertise in Financial Systems (with thorough knowledge of GFEBS or SAP-based or similar Enterprise Resource Planning ERP Systems).
Provide Subject Matter Expertise in interface monitoring between Financial Systems and feeder systems e.g. Automated Time Attendance and Production System (ATAAPS), Defense Civilian Payroll System (DCPS), Standard Procurement System (SPS) etc.
Provide system support to ARL?s Financial Planning in Financial Reporting Environment (FIRE) and Mission Operations Support System (MOSS).
Reporting on Status of Funds, periodic and ad-hoc basis.
Responding to Taskers from within ARL and HHQs
Develop/adapt training material and provide training in groups and desk-side one on ones, provide end-user support in a timely manner.
Support fiscal year end close and startup activities.
Other related duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires Secret Clearance.
- Position requires annual submission of OGE-450 Financial Disclosure Statement.
- Position is a Financial Management Level 2 Certification position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Occasional travel may be required.

In order to qualify, you must meet the Basic Education and Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Systems Accountant:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. In order to qualify for this position the applicant must possess at least one year of specialized experience at the next lower grade level or pay band (DJ-02 or GS-09 equivalent), as follows:
(1) Recommending solutions or assisting with problems and/or process changes in the financial management procedures;
(2) Providing technical guidance, instruction, or assistance in planning, programming and budgeting functions; AND
(3) Providing financial advice and recommendations based on law, regulations and professional knowledge of accounting practices.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
