About the Position: This position is located at the Directorate of Public Works (DPW). Incumbent serves as Community Planner for Fort Bragg and the three Army Airfields.
Fort Bragg is known as the "Home of the Airborne and Special Operations Forces." It is a culturally diverse area with both rural and city populations and is co-located at Fayetteville, NC. It is centrally located just hours away from the beautiful beaches of North Carolina and the scenic Blue Ridge and Smoky Mountains.
Duties
Manages the development, analysis, scheduling, preparation, implementation and maintenance of the Installation Master Plan through a participatory process involving all segments of the installation community.
Develops agendas, prepares briefing materials for, and presents briefings during meetings of the Real Property Planning Board.
Assists with the preparation, implementation and maintenance of the Real Property Master Plan, through a participatory process involving all segments of the installation community.
Coordinates community planning and general Area Development Plans (ADPs), with all levels of command, local, State, and other federal agencies, as well as private concerns.
Assess all installation space request, presents them to the Garrison Commander for approval and actions all space assignment decisions.
Assists Plans, Analysis and Integration Office (PAIO) with all stationing actions for the Garrison.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent may occasionally be required to work weekends and after-hours.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. This position has a Basic Requirement.
Applicants must possess a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. [Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.] Transcripts and if applicable, documentation of 1 year of Supervised Community Planning by a Community Planner must be provided at the time of application. (Degree is defined as a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.
OR
A combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11Specialized experience: One year of specialized experience which includes 1) conducting studies for planning, architecture, and engineering for land uses and facilities; 2) arranging conferences with community groups, other public agencies, property owners, and others concerned with the project(s); 3) assist in the formulation of construction cost estimates and economic analysis of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Community Planning, Architecture, Engineering.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized experience: One year of specialized experience which includes 1) conducting studies for planning, architecture, and engineering for land uses and facilities; 2) arranging and conducting conferences with community groups, other public agencies, property owners, and others concerned with the project(s); 3) formulating construction cost estimates and economic analysis of projects; and, 4) experience representing an agency before public bodies on issues of fact. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
