Serve as a Supervisory Inventory Management Specialist for expendable (EX) assets/material and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the subject matter expert and serves as advisor and consultant on inventory management matters for sound commodity management concepts, practices, and control of all consumable inventory.

Duties

Plans, directs and manages the activities of the Commodity Management Section, to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services. Exercises authority to plan and coordinate the Commodity Management Section and synchronize requirements with other services/sections in the development of a sound course of action and renders the correct interpretations and decisions involving all phases of the operations/requirements. Oversees the inventory management, control and distribution of expendable inventory for a VA Health Care System and supported catchment area. Ensures maximum effectiveness in the management of inventories. Establishes procedures and oversees and reviews physical inventories and supply reconciliation. Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Develops strategies for implementing all future EX automated replacement systems, supply technologies and/or business practices related to Commodity Management Section functions. Plans and directs the consumable management program, to include supply management accountability, maintaining a quantitative and monetary accountability for all consumable supplies, and purchases from government agencies. Directs and/or conducts short, mid and long-term advanced planning for expendable items and durable medical equipment (DME), utilizing enterprise-wide computerized planning tools and the analysis of data to include demand history, program requirements, VA HCS operations, procurement lead-time, current stock levels and other factors which impact procurement decisions. Oversees the computation of requirements for supplies and DME. Monitors and manages multiple inventory fund control points, providing status of consumable funds to the Assistant CSCO and CSCO, ensuring continued operation within authorized funding, and controlling status of items on the annual commodity management plan. Analyzes, coordinates and controls management of stock items to support preparation of long range forecasts necessary to support new requirements. Develops and supports the creation of acquisition strategies to acquire and purchase DME, displaying familiarity with contracting laws and regulations Oversees the care and handling of highly specialized items which may require any or all of the following: sub-zero temperature control; delicate care instructions; sterile processing; and refrigeration. Oversees the use of automated inventory management system, such as General Inventory Package (GIP) or other equivalent system, to maintain current inventory data. Resolves complex inventory problems that could not be resolved by subordinates. Manages Federal and agency programs for the return and reutilization of medical supplies. Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section. Makes recommendations for promotions, reassignments and awards; and conducts semi-annual and annual performance reviews. Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage. Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area. Serves as Training Officer for the Commodity Management Section in the Logistics Service, and is responsible for the efficient and effective organizational structure of the Section. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. You must have an combination of specialized experience and education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11. (Transcripts required). Physical Requirements: Moderate lifting (15-44 pounds); pulling, pushing, reaching above the shoulder; standing 2-3 hours. Will be required to work inside and outside with excessive heat, cold and humidity; as well as constant noise, dust and fumes, smoke and gases. Working closely with others and working alone for protracted or irregular hours of work.
