This position is located within the Nebraska-Western Iowa Health Care System in the Finance Department service line. This position
serves to support accounting, auditing, budgeting and financial management functions within the VA Health Care System.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major duties listed but not limited to:
Supports the Chief Financial Officer (CFO) to provide accurate and timely compensation for Veterans Health Administration employees
Provides analysis support to the accounting division to resolve compensation transaction issues in the accounting system of record
Supports the CFO in managing the accurate and timely recording of employee time in the VATAS System
Ensures that Health Care System employee timecards are certified and approved in accordance with VA guidance
Creates training modules to encompass time and attendance system enhancements, new policies and regulations created by congress and settlement agreements
Audits timekeeper timecard records for appropriate posting in accordance with VA Guidance
Conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts
Assists customers and resolves issues by proposing options, allowable by policy and law, to resolve identified pay or leave issues under the guidance of the CFO
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. (work hours may be further discussed during the interview)
Telework, Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience (developmental) would typically include, but are not limited to: provide accurate and timely compensation for Veterans Health Administration employees; Reviews and reconciles various types of pay and leave transactions involving all Veterans Health Administration pay plans and types; knowledge of all aspects of employee pay including tax withholding, direct deposits, union dues, Thrift Savings Plan and allotments; ensures that Health Care System employee timecards are certified and approved in accordance with VA guidance; conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts; conducts initial and refresher classroom training on posting and certification of time and attendance; and provides appropriate customer service in person, on the phone, and via email involving personally sensitive discussions.
