This position is located in the Training Resource Management Division, Foreign Affairs Security Training Center (FASTC), Directorate of Training, Bureau of Diplomatic Security.  You will serve as a Budget Analyst with the responsibility for managing a significant portion of the FASTC annual budget and for providing financial advice and guidance.

Duties

Analyze complex budget and financial issues and program data in order to assist in the development of annual and multi-year budget estimates for assigned program and activities. Coordinate the preparation of back-up data and justification for all budget estimates and sub allotments of funds for distribution to program managers. Provide advice and guidance in assisting management to resolve issues and recommend viable options/solutions and prepare a wide variety of financial reports. Provide advice and guidance to managers on the status and availability of funds, ensuring financial requirements are met in an efficient and effective manner. Review procurement requests and evaluates contract proposals for products/services necessary to meet FASTC's requirements; manages the purchase of a broad range of products and services needed to support FASTC program activities.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: - Experience utilizing budgetary laws and regulations to prepare budget requests and track and monitor obligations and expenditures. - Experience providing advice and assistance to managers in the development of budget requests and related supporting documentation. - Experience preparing and recommending annual financial plans which reflect allotments and program objectives. - Experience performing cost analysis to review and analyze budget estimates. There is no substitute of education for specialized experience for the GS-12 position.
