This position provides Human Resources support work in the VISN 16 Human Resources, Strategic Business Unit in Biloxi, MS. PLEASE NOTE: This announcement is limited to the first 50 applicants. Duties

As a Human Resources Specialist (Rec/Placement) assigned to the Strategic Business Unit, you will be responsible for providing quality customer service and performing the full range of recruitment and staffing for Title 5 and Title 38 occupations. You will ensure that all placement actions meet regulatory requirements; and will consult on and ensure all pre-employment requirements are met, such as: position management and organizational design, pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis. The duties of this position include, but are not be limited to: Evaluating applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards; verifying eligibility, and rating and ranking applicants. Conducting job analysis and drafting job analysis forms for review by Subject Matter Expert. Identifying management problems and analyzing them from the management viewpoint. Participating in the adjudication of and making decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified. As authorized by OPM, you will be responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicating veteran's preference; issuing accurate, high quality referral certificates to selecting officials and conducting timely audit of returned referral certificates. Ensuring USA Staffing four points of contact are provided to applicants in a timely manner. Updating various logs, maintaining active and inactive files and pending files, etc. Preparing or editing final drafts, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development. Reviewing and consulting, in conjunction with the hiring manager, on job analysis and/or rating and ranking panels when needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. GS-07: You must have served 52 weeks at the GS-05. GS-09: You must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: One year of specialized experience equivalent to at least the grade GS-05 in the normal line of progression for the organization's occupation which typically include, but are not limited to: applying basic principles and practices of HR Staffing; communicating factual and procedural information clearly, orally and in writing; and gathering and analyzing basic facts and drawing conclusions. OR, Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education related to this position. OR, Combination: You may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate education may be used to qualify. OR, Superior Academic Achievement (S.A.A): You have completed four (4) years of education above high school level leading to a Bachelor's degree may qualify based on S.A.A. by class standing (Standing in the upper third of their class based on completed college work at the time of application for the position) . OR, college grade average of "B" (3.0 or higher on a 4 point scale). OR, college grade average of "B+" (3.5 or higher on a 4 point scale) in the major field, where such field is fully qualifying and directly applicable to the specialty field of the position to be filled. OR, national scholastic honor society membership. GS-09 Specialized Experience: One year of specialized experience equivalent to at least the grade GS-07 in the normal line of progression for the organization's occupation which typically include, but not limited to: applying methods, principles, and practices used in the staffing, recruitment and placement process; advising management officials on various types of appointments in both the competitive and excepted services; advising on the requirements governing the merit promotion process; developing rating factors and crediting plans for vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in recruitment planning; and advising on position career patterns. OR, Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B or J.D., related to this position. OR, Combination: You may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of progressively higher-level graduate education may be used to qualify. Preferred Experience: Recent SBU experience. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the HR Specialist is mostly sedentary. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting.
