This position is located in the Farm Service Agency, Loan Making Division, Guaranteed Loan Making Branch, Tennessee State Office, located in Nashville, Davidson County, Tennessee.
Duties
Works closely with the Division Director and Deputy Administrator in formulating and recommending broad plans, policies and procedures for administering guaranteed loan making programs.
Directs the development of new or substantially modified nationwide procedures and policy issuances which change or modify the techniques for making and managing guaranteed loans.
Works closely with the Division Director and Deputy Administrator to evaluate the administration of individual State programs through the use of on-site field reviews and national office review of credit files.
Consults with and advises Members of Congress, State officials and officials of farm and credit organizations on a wide range of farm loan program issues to resolve conflicts and to facilitate participation in the Agency?s farm loan programs.
Training field staff in all phases of guaranteed loan making.
Monitoring, inspecting and evaluating the administration of Agency guaranteed loan making programs at the State and county levels.
Recommending administrative, legal and legislative actions to be taken as a result of program reviews.
Reviewing and recommending action on guaranteed loan applications which present complex problems or exceed the delegated authority of field offices.
Providing program oversight and direction in development and maintenance for information technology (IT) systems used in farm loan making.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 09/13/2023 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS- 13 level: One full-time year of specialized experience equivalent to the GS-12 level which demonstrates competence in agricultural loans; reviewing and passing upon applications for a wide and complex variety of agricultural operations or enterprises (i.e., single owner, partnerships, and corporations, etc.); servicing an agricultural loan portfolio of a bank or other loan association; or similar work. Experience that demonstrates broad and seasoned judgment in providing financial management guidance to agricultural borrowers; ascertaining and analyzing the many and often obscure facts regarding the borrower's financial capacity and evaluating the general economic and financial conditions that affect the organization/governments risk in granting, guaranteeing, or insuring the loan. In addition, experience that demonstrates a comprehensive knowledge and understanding of the technicalities of farm financing and credit; farm operations, land use and value; production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced.
