Duties
Administers the daily operations of the relocation program for transferring employees. Provides authoritative and expert advice and guidance to employees regarding the current entitlements on reimbursement for Permanent Change of Station (PCS) moves. Establishes accounts receivable and bills employees for amounts paid on their behalf which exceed the authorized entitlements. Formulates plans, systems and procedures necessary to improve efficiency and effectiveness of the relocation program. Solves controversial and complex relocation issues.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-09: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate education must provide the applicant with the skills to perform the duties of the position. OR Experience: GS-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-09:
Experience reviewing and certifying travel payments.
Experience working with the 41 CFR 301, Federal Travel Regulation, and Comptroller General Decisions as they relate to travel (TDY).
Experience providing advice and guidance to employees on matters relevant to Temporary Duty (TDY) travel.
Experience gathering relevant data, facts, and information in making recommendations related to TDY travel.
GS-11:
Experience reviewing and certifying travel payments or relocation vouchers.
Experience working with the 41 CFR 301 and 302, Federal Travel Regulation, and Comptroller General Decisions as they relate to travel (TDY) or relocation (PCS).
Experience providing advice and guidance to employees on matters relevant to a Permanent Change of Station (PCS) travel and/or Temporary Duty (TDY) travel.
Experience gathering relevant data, facts, and information in making recommendations related to TDY travel and PCS relocation.
OR Combination of Education and Experience: GS-09 and GS-11: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
