This announcement will be used to fill the position of Program Manager, Staff Development Program (Program Manager) in the Farm Credit Administration's Office of Examination (OE), Staff Development Division (SDD). Under the general direction of the SDD Director, the Program Manager manages and provides OE leadership and direction for the agency's Commissioning Program and Post-Commissioning in-house training.
Duties
The Program Manager has leadership responsibilities, engaging in a variety of management and program activities regarding the training and testing of entry level examiners through the Commissioning Program as outlined in PPM 503 as well as advanced in-house training courses for commissioned examiners and technical specialists. As a result, the manager has responsibility for: 1) overseeing the management of the agency's Commissioning Program; 2) leading subject matter experts in developing and implementing in-house training courses; 3) coordinating with other agency offices and OE divisions on testing OE staff for commission certifications; and 4) providing leadership, technical and training support to the OE's Commissioning Program. Duties include:
Providing technical expertise to and coordination with other agency offices and examination staff relating to training and testing under the Commissioning Program, PPM 503.
Investigating and responding to questions regarding the Commissioning Program and other OE training needs.
Managing staff, on a temporary basis, to ensure training and testing within the Commissioning Program are developed and completed to support the commissioning process and certification.
Providing leadership and influence on agency's Commissioning Program. Leads, participates, or provides resources to serve on agency taskforces that develop training guidance, policy, and address other matters related to training.
Presenting and briefing to senior FCA officials on Commissioning Program areas and other training initiatives. Represents the FCA at meetings with external parties and interagency meetings to discuss FCA policies, decisions, and views regarding commissioning training and testing. Leads presentations with external and internal parties necessary to ensure effective training and testing.
Overseeing unit planning and monitoring performance to ensure that annual objectives are accomplished in accordance with planning commitments and accountabilities. Providing operational reports, as requested, to the DO and OE management.
Developing and recommending the unit's annual budget for higher management review and approval. Administering and controlling expenditures in accordance with approved budget; requests adjustments as necessary to fulfill current requirements and accountabilities.
Requirements
- Must be a U.S. citizen.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- You must be a current FCA career or career conditional competitive service employee.

Qualifications
You may qualify at the VH-41 (GS-15) band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes serving as a subject-matter expert and managing and leading a team of examiners who analyze FCS institution's credit-related risks and operations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
Education may not be substituted for experience at the VH-41 band level.
