The Supervisory Medical Supply Technician and is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), VISN 10, Chillicothe, Ohio VA Medical Center, in the Sterile Processing Service (SPS) under the Associate Medical Center Director for Patient Care. SPS provides support to this Medical Center and six Community Based Outpatient Clinics (CBOCs) located throughout the catchment area.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3g.) English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Experience and/or Education. Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations:GS-09 Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief (a) Experience. One year of experience equivalent to the next lower grade level to include: Oversees attendance and leave, including approval of sick and annual leave and vacation schedules, Informs higher level management of anticipated vacancies or increases in workload, Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel, Holds corrective interviews with employees, referring disciplinary problems to higher levels of management, Resolves informal complaints of employees and deals with union representatives on personnel matters and Provides technical supervision necessary for accomplishing the work of the organizational unit. Certified Registered Central Service Technician (CRCST) Certification preferred. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, thecandidate must demonstrate the following KSAs: Ability to plan and project staffing needs and requirements. Ability to manage, interact and deal with individuals of varying backgrounds. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues. Ability to evaluate new products and equipment, develop options, and make recommendations. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget. ( c) Assignment. The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. Contributes to the effective utilization of resources, budgetary allocation and fiscal management. Makes selections, assigns personnel and provides direction to subordinate staff.Manages the training, documenting and evaluating of staff. Serves as liaison between SPS and other departments. References: VHA HANDBOOK 5005/76, PART II, APPENDIX G47 The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is GS-09. Physical Requirements: The employee usually stands and moves from one part of the room to another while performing duties. There is frequent requirement for lifting instrument trays or baskets or instrument sets weighing up to 50 pounds from the floor to chest level. The incumbent transports trays and equipment on carts that may weigh up to 400 pounds when full. They may be pushed but are usually pulled due to height and visibility concerns. Mental/Emotional Requirements: The incumbent of this position will be expected to understand, remember, and apply oral and/or written instructions or other information; understand, remember, and communicate routine, factual information; understand complex problems and to collaborate and explore alternative solutions; understand opposing points of view on highly complex issues and to negotiate and integrate different viewpoints; organize thoughts and ideas into understandable terminology; organize and prioritize own work schedule on short-term basis (longer than one month); count accurately; add, subtract, multiply, divide and to record, balance, and check results for accuracy; compute, analyze, and interpret numerical data for reporting purposes; compute, analyze, and interpret complex statistical data and/or to develop forecasts and computer models; understand and follow basic instructions and guidelines. Work Environment: On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. Both areas have their own special clothing requirements, which can be uncomfortably warm; scrubs, plastic face shields and masks, hair covers, shoe covers, and personal protective equipment (PPE). While handling contaminated medical supplies, the employee also uses rubber gloves and an apron. These can often be uncomfortably warm since the work areas are warm and humid. The employee is subject to slipping on wet floors. The employee must use padded gloves and remove carts from sterilizers and trays from the carts, and is subject to burns and cuts from both clean and contaminated instruments. The employee often works around body fluids, mucus excretions, and bits of tissue, some of which may be foul smelling. The work area is noisy due to the clatter of metal instruments, rumbling of carts, and the operation of sterilizers and washers.
