Serves as a Pricing Analyst at a Defense Commissary Agency (DeCA) HQ facility. The primary purpose of this position is to serve as a grocery pricing analyst providing essential analytical and pricing execution support for the Agency's centralized category management function. Specifically, the incumbent is responsible for executing and refining a retail pricing strategy across categories with the strategic and financial goals defined by senior leadership.
Duties
Performs pricing analysis in an extremely fast-paced environment that drives the Agency's pricing program. Anticipates and meets the needs of both internal and external customers. Delivers high quality products and services and is committed to continuous improvement.
Directly responsible for establishing a business partnership with category management teams to quantify and execute retail pricing strategies.
Responsibility includes executing advanced analytical techniques, tools, and scorecards to drive business results and ensure fact-based analytics are utilized when making retail pricing decisions to increase the overall customer experience.
Research and tracks competitor pricing and retail market trends and keeps abreast of significant developments with an emphasis on Key Value Items. Performs competitive analyses and evaluates retail and military demographic profiles and consumer purchasing behavior in individual categories and groups of categories, in order to execute a successful pricing strategy.
Advanced use of commercial Business Intelligence solutions and spreadsheets to include pivot tables, templates, vlookup, formulaic strategies, and report generation.
Comprehensive knowledge of, and experience with, Oracle Business Solutions, Alteryx, Teradata, Tableau, or the use of dataset-based report generation with targeted variables and predictive outcomes in a commercial environment.
Partners and aligns with category management teams to communicate, negotiate and execute effective retail product price strategies for each category. Identifies and executes pricing models for optimal pricing effectiveness to produce patron savings, increase revenue and target margin.
Execute proficiencies in market research, syndicated and panel data, price trends and geographic anomalies in order to be able to enhance decision models.
Identify and execute pricing processes and models for optimal pricing effectiveness and to increase the Agency's pricing competencies.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Qualifications
You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for series 1101 and additional requirements by the announcement closing date.
Qualifications: For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. For the GS-13: One year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience for GS-12:
Execute proficiencies in market research, price trends and geographic anomalies in order to enhance decision models.
Validate pricing programs, plans and results using data analytics, enterprise solutions and models.
Monitor, assess, and report pricing key performance indicators (KPI's).
Examples of qualifying specialized experience GS-13:
Translates complex data analysis into actionable business insights to support and drive retail pricing strategies and decisions.
Interpret and integrate disparate data i.e., modeling, sales, financial, pricing, and consumer data into reports and presentations for various audiences.
Advanced retail analytics (pricing, marketing mix, market structure and annual sales plans), financial measurements, syndicated sales tools, databases, forecasting, and an understanding of industry category management practices.
SELECTIVE PLACEMENT FACTORS: Selection will be based on the judgment of the selecting official as to which applicant is best qualified to perform the duties of the position. The breadth and depth of relevant experience and knowledge, and the quality of past performance, will be the primary considerations used for selection. Important selection factors are: Comprehensive Knowledge of commercial retail grocery industry pricing data and familiarity with grocery products, Relational Database Concepts, Data Integration, Advanced Spreadsheet Understanding, Concepts in Data Visualization, Statistics, and Predictive Modeling Understanding of price elasticity of demand, product substitution and item cannibalization concepts, Market-share analysis and the role of syndicated data in category management is required. Must have the ability to perform pricing and market analysis and coordinate pricing for the Agency's products and/or services in order to maximize savings, optimize revenue and meet marketing, financial, and corporate growth objectives. Comprehensive knowledge of retail grocery accounting, finance analysis, finance analytics, pricing, revenue optimization, or economics is required in order to execute financial models to assess and build effective retail pricing structures. Knowledge of and experience in commercial retail grocery industry and pricing strategies is required advised in order to compile and review internal and external data and leverage optimization tools to make informed retail pricing recommendations. Knowledge of grocery store-based price elasticity and discrete choice pricing studies. Comprehensive knowledge of, and experience with, specific commercial retail grocery pricing concepts, such as price elasticity, transaction profitability assessment, margin and revenue analysis, price band analysis, and price waterfall analysis or equivalent relevant experience in professional consulting services.
If the position is filled below the full performance grade level, your work assignments will be progressively complex and intended to broaden your skills and provide you with practical experience to prepare you for the full performance grade level. Promotion up to and including the full performance grade level is neither guaranteed nor automatic but may be made without further competition and with your supervisor's recommendation.
