You will serve as a Supervisory Environment Engineer/Physical Scientist in the Environmental Restoration Product Line (EV3) of Naval Facilities Engineering Systems Command (NAVFAC) Washington.
Duties
You will apply principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.

- Registration as a Professional is required for the GS-0819 series.

Qualifications
Selective Placement Factor (SPF) for 0819 job series: If applying as an Environmental Engineer (0819 series), you must have a CURRENT registration as a Professional Engineer (PE) from any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. If you meet this requirement, you must provide a copy of your current registration with your application.
In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Supervising environmental engineers, physical scientists and geologists in the execution of an environmental restoration (ER) program; 2) Recruiting, retaining, and improving Restoration Program Management (RPM) talent by providing workload, priorities, opportunities, and performance assessment to maintain a high functioning team; 3) Managing both ER project and program components for the assigned area of responsibility; 4) Performing planning and budgeting for the work to be accomplished by setting and adjusting both long-term and short-term priorities; and 5) Establishing schedules for completion of work in consultation with Operations, Environmental Business Line Leaders and subject matter experts.

Education
For the Environmental Engineering (0819) series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For the Physical Scientist (1301) series: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You must have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
You must have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
