The Inspection, Evaluations & Special Projects (IESP) Division, staffed primarily with analysts, provides the Inspector General with an alternative mechanism to traditional audit and investigative disciplines to assess USAID, Inter-American Foundation (IAF), Millennium Challenge Corporation (MCC) and U.S. African Development Foundation (USADF) operations and programs.
Duties
As a program analyst for IESP, you will be responsible for assisting planning and conducting inspections and evaluations to provide independent oversight of U.S. foreign assistance programs and operations. Major Duties include:
Writing reports and other written products that effectively communicate information and findings;
Assist Senior Program Analyst develop findings and conclusions based on analyses;
Learn new and complex material quickly to understand issues;
Plan, prioritize, and balance work assignments to carry out required activities and meet timelines.
Gather and analyze information using a range of qualitative and quantitative techniques and methods.
Assist with researching applicable laws, directives, regulations, manuals, and prior studies and reports to learn new and complex material quickly and understand issues.

Qualifications
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes; (1) gathering and analyzing qualitative and quantitative data, and documenting results; (2) applying evaluative and analytical methodologies, techniques, and procedures to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; (3) completing assigned activities on schedule and in compliance with federal inspection and evaluation quality standards; and (4) using written and oral communication techniques to assist with conducting interviews, presenting conclusions, and negotiating solutions.
OR
EDUCATION: One full year of graduate level education or superior academic achievement. (Must provide a copy of your transcripts)

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to meet total qualification requirements. The total percentage must equal at least 100 percent to qualify. (Must provide a copy of your transcripts)

Specialized experience for this position includes: (1) gathering and analyzing qualitative and quantitative data, documenting results, and developing recommendations based on findings to increase efficiency and effectiveness; (2) applying evaluative and analytical methodologies, techniques, and procedures to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; (3) completing assigned activities on schedule and in compliance with federal inspection and evaluation quality standards; and (4) using written and oral communication techniques to assist with conducting interviews, presenting conclusions, and negotiating solutions.
OR
Master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR
Two full years of progressively higher-level graduate education leading a Master's degree in a related field of study.
OR
L.L.B. or J.D., if related.
OR
