Duties
Performs all work in accordance with agency policies, standards, metrics and standard operating procedures for effective contract administration of Department of Defense (DoD) IT acquisitions.
Provides significant, expert level feedback to the CMOs senior leaders regarding the adequacy and clarity of agency SAM processes based on daily application of the processes and agency reporting requirements.
Generates software delegations as needed to include specific functions to be performed and reporting requirements.
Develops and maintains software surveillance plan(s) for software surveillance workload, along with determining resources needed and resources available to implement the surveillance plan.
Applies substantial knowledge of information technology principles and software development practices and methodologies, to independently evaluate the adequacy of suppliers? software engineering program to achieve design and development objectives.
Collects and analyses DCMA software program measures, software-related Technical Performance Measures (TPMs) and supplier software development performance data for trends and take appropriate action as a result of the data analysis.

Qualifications
To qualify for an IT Specialist (APPSW) position, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Coordinating and synchronizing the efforts of a team.
Coaching and mentoring teammates.
Applying systems or software engineering principles to acquisition programs.
Assessing the cost, schedule, and performance risk of acquisition programs.
Planning and implementing surveillance schedules based upon program risk.
Assessing contractor conformance to contractual and program technical requirements.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Substitution of education may not be used in lieu of specialized experience for this grade level.
