About the Position: This position is with the Engineering and Construction Division, Construction Branch, at the U.S. Army Corps of Engineers Rock Island District and is located in Johnston, IA.
In this position you will serve in the construction contract administration and quality assurance functional areas, involving various projects across branch whose scope of operations covers civil and/or military construction projects, rehabilitation and/or renovation of a variety of structures.
Duties
Provide construction technical assistance by collaborating with contractors and field staff.
Provide quality assurance reviews of contract files and construction operations.
Utilize various systems to maintain financial and contractual data.
Review complex engineering plans and contract specifications.
Performs engineering tasks to independently accomplish or provide technical support on construction contracts.
Provides technical expertise in the areas of construction contract support, contract administration, office engineering, construction inspection and information technology.
Conduct periodic inspections of construction sites to perform field engineering functions associated with contract administration.
Perform the full range of field engineering functions to ensure a quality construction project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- May be required to sign a mobility agreement as a condition of employment.

To qualify at the GS-07: One year of specialized experience which includes utilizing computer aided design software; assisting with the preparation of preliminary plans for civil works and/or military projects; and collaborating with various groups to complete a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
To qualify at the GS-08: One year of specialized experience which includes utilizing computer aided design software; preparing preliminary plans for civil works and/or military projects; and collaborating with various groups to complete a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
To qualify for the GS-09 grade level: One year of specialized experience equivalent to the GS-08 grade level in the Federal Service, which includes utilizing computer aided design software, preparing various documents, and maintaining accurate records.
To qualify for the GS-10 grade level: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service, which includes utilizing computer aided design software, providing technical assistance, and collaborating with multiple teams to resolve differences.
To qualify for the GS-11 grade level: One year of specialized experience equivalent to the GS-10 grade level in the Federal Service, which includes utilizing computer aided design software, calculating project estimates, and performing quality assurance construction inspections.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
