This vacancy is for a Employee Assistance Program Specialist position in the HEALTH SERVICES BRANCH located NPC JEFFERSONVILLE, INDIANA. This Job Opportunity Announcement may be used to fill other Employee Assistance Program Specialist, 0101, 9/11/12, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Performs program management/operations functions in support of the Employee Assistance Program. Provides professional counseling services to individuals relative to the Employee Assistance Program. Conducts assessments of workforce needs and develops, conducts, and provides prevention education and training. Provides EAP guidance to workforce, and supervisors.

Minimum Education Requirement: Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND Specialized Experience: GS-9 For the GS-9 you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service. Experience for this position includes: Providing support in conducting of assessments of workforce needs; Assisting in providing EAP education and training; Providing EAP counseling services; and conducting EAP orientation. OR Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree GS-11 For the GS-11 you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 in the Federal service. Experience for this position includes: Providing counseling services relative to EAP; Conducting interviews with employees seeking assistance; Performing diagnostic evaluations to assess problems; Understanding psychological tests, and assessments to design treatment plans; Referring employees to out- service providers (when required); and performing program evaluations to ensure EAP compliance and program effectiveness to provide recommendations. OR Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree GS-12 For the GS-12 you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Providing professional counseling services relative to EAP; Conducting interviews with employees seeking assistance; Performing diagnostic evaluations to assess problems; Interpreting psychological tests, and assessments to design treatment plans; Referring employees to out-service providers (when required); and performing program evaluations to ensure EAP compliance and program effectiveness to provide recommendations. Education: Education cannot be substituted for experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
