The Albany VAMC is hiring for one Medical Supply Technician (Quality Assurance) for the Sterile Processing Unit. The purpose of the position is to monitor quality control procedures in accordance with sterile processing operations, infection control procedures, ISO 9001, NPOSP, VISN , Joint Commission requirements and maintain and provide training on the ISO? eQMS and Censitrac systems to SPS staff and identified end-users Champions or super-users on using these systems.
Duties
The major duties and responsibilities of this position include but are not limited to:
Perform fact-finding and investigative techniques in order to evaluate work process. Demonstrate proficiency in computer technology and common software programs, other electronic data Censitrac, and documentation programs to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports, and memoranda; and transmitting and receiving MS Outlook e-mail. Uses the Veterans Health Information and Technology Architecture Vista NATAS to access information in the Medical Center computer system. Use of instrument computerized tracking system Censitrac and video/audio virtual communication via MS Teams. Analyzes data, summarizes findings and makes recommendations to correct quality control problems in accordance with standards, policies and procedures. Applies knowledge of sterile processing operations, infection control procedures, ISO 9001, NPO SPS, VISN and Joint Commission requirements to assess compliance during quality assurance reviews. Reduces the risk of potential problems causal analysis, corrective action, anticipates & reacts to risks & opportunities. Ensures the establishment of enterprise quality management systems that comply with VHA standards, regulations, & policies, & are integrated under an organizational structure that promotes the exchange and flow of quality information, and guards against organizational silos. Ensures adequate resources for planning and implementing the facility Enterprise Quality Management System. Ensures the SPS eQMS meets the ISO9001 :2015 Requirements. Governs the SPS eQMS. Designs & evaluates the Enterprise eQMS. Ensures the local SPS eQMS processes produce effective outputs. Ensures the integrity of the eQMS is maintained when changes to eQMS are planned & implemented. Reports SPS eQMS Performance & opportunities for improvement to top management. Makes changes & updates to the RME database, count sheets, inventory sheets & other associated documents in Censitrac & ISO local-eQMS consistently and accurately. Works in collaboration with end-users in developing, updating or maintaining respective documents. Periodically reviews SPS customer feedback trends and patterns and ensures customer satisfaction drives appropriate improvement. Routinely identifies the customer's situation properly and performs the tasks required to resolve the customer's questions/issues accurately and in a timely manner. Follows up as necessary to ensure a satisfactory resolution. Consistently responds to customer requests for assistance promptly and in a friendly and professional manner. Listens, inputs and addresses customer surveys feedback, positive and/or negative comments, and acts to resolve matters/situations within his/her control. Questions/issues not within the employee's control are referred in a timely manner to appropriate staff able to assist with the situation. In most instances, provides verbal and/or written information in a timely manner to customers that are thorough and correct, using clear and precise communication methods to ensure customers understand. Consistently communicates with customers in a courteous, tactful, and helpful manner that is responsive to the customers' needs. Maintains confidentiality of patient medical records. Provide training to SPS staff & identified end-users Champions or super-users on using the VISN ISO-eQMS and Censitrac systems. Compiles information, evaluates facts, documents findings and prepares reports consistently & accurately. Maintains department documentation related to QA monitors. Serves as a subject matter expert SME, on ISO 9001 for SPS. Supports the development and maintenance of an adequate, appropriate, effective, and efficient SPS ISO-eQMS, which mitigates VHA, Network, and facility enterprise risk, and advances safe Veteran care and continuous improvement processes. Recognizes & recommends appropriate improvement to all Censitrac, ISO, eQMS processes to management. Follow through on any change for implementation consistently & accurately. Relies on aseptic principles and techniques to maintain quality control. Experience with preceptor and mentoring techniques and familiarity with online learning applications and simulation technology. Effectively communicates with technical and professional hospital staff on the proper use of delicate instruments and equipment and resolves problems that may occur.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education
Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Creditable Experience
Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST.
Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
For the GS-07 Medical Supply Technician (Sterile Processing) - Quality Assurance
Experience. One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
Knowledge of fact-finding and investigative techniques in order to evaluate work processes.
Ability to analyze data and make recommendations to correct quality control problems.
Knowledge of sterile processing operations, infection control procedures, and Joint Commission requirements to assess compliance during quality assurance reviews.
Ability to compile information, evaluate facts, document findings and prepare reports.
Thorough knowledge of aseptic principles and techniques to maintain quality control.
Ability to effectively communicate with technical and professional staff on the proper use of delicate instruments and equipment, and resolve problems that may occur.
Preferred Experience: 3-5 years experience working in Sterile Processing Service in a Hospital/Medical setting;
Quality assurance/control experience specifically with eQMS-ISO/Censitrac highly desired
