As a Quality Training Specialist - Temporary NTE 1 Year you will:
This position serves as a Quality Training Specialist within the Approval, Compliance, and Liaison Team and is located in an assigned location across the United States and is responsible for the training of employees and quality review of work completed by Approval, Compliance, and Liaison staff.
Duties
Duties may include, but are not limited to:
-Performs individual quality reviews to determine the quality level of individual Education Liaison Representatives (ELR) and Education Compliance Service Specialists (ECSS) for the purpose of individual performance standards.
-Conducts focused specialized reviews for cases to determine the accuracy of approval or compliance actions taken.
-Provides technical guidance, issues instruction or interpretations of the laws, and correct sources of defective work.
-Assists and advises on unusually complex approvals or compliance surveys.
-Tracks and analyzes approval and compliance quality and training comprehension errors for individuals, to include errors called by Central Office.
-Shares quality trend information with management on an ongoing basis and with ELRs and ECSSs to promote improved quality.
-Reviews surveys and staff studies, analyzes problems and trends, and develops or revises policy to correct deficient areas.
-Responsible for overseeing annual training requirements are met by individuals and results are tracked and reported correctly.
-Prepares reports of all training accomplished and planned for the region (or nationally if assigned).
-Administers locally and nationally developed training modules and reports results of training to management and Education Service Central Office.
-Provides training presentations at regional offices, state and national training seminars, and conferences.
-Serves as a liaison with other training personnel within Education Service and VBA.
-Serves as a technical advisor for management. Performs in-depth research and analyzes operating contingencies and special situations. Assists technical managers and staff (in the field and VACO) in developing solutions to approval and compliance issues.
Work Schedule: 8 a.m. to 4:30 p.m. Monday through Friday

Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work and extensive use of a computer is required. The nature of the work may place the incumbent in a stressful situation, and they must possess a high degree of emotional stability, maturity and judgement to complete the work assignments. Some standing, walking, and light lifting (up to 20 pounds) may be required.

This is a temporary Not to Exceed 1 year position. It may be extended or promoted to permanent without further competition.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement (GS-12): Applicants, who are current Federal employees and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. GENERAL ADJUSTMENT and AWARD SF-50's CANNOT be used for time-in-grade verification.
Specialized Experience (GS-12): To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 or higher. Specialized experience must document direct specialized experience with Veterans Educational Benefits and experience working educational institution program approval applications and compliance survey activities, ability to set priorities and tasks, and resolve conflicting issues or actions in question. Responsible for overseeing annual training requirements are met by Education Liaison Representatives (ELR) and Education Compliance Survey Specialists (ECSS), provides training presentations at regional offices, state and national training seminars, and conferences, and administers locally and nationally developed training modules and reports training results to management and Education Service Central Office. NOTE: The GS-12 grade does not have an education qualification requirement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
