Duties
At the full performance level, the Administrative Services Specialist will provide a variety of administrative support services to the U.S. Attorney's Office. If selected, you will receive formal and/or on-the-job training as needed. Duties include:
Ensuring office operations are conducted effectively and efficiently
Formulating and executing the support services budget
Analyzing and studying trends of current computer, word processing, and information processing equipment technology for adaptation to the office
Preparing a variety of reports
Enforcing security requirements
Overseeing property and equipment inventories
Making purchases within delegated authority
Maintaining records
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-07: To be eligible at the GS-07 grade level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of both Specialized Experience and Education.
Specialized Experience: One full year of specialized experience equivalent to the GS-05 grade level in Federal service.Specialized experience is defined as experience preparing a variety of recurring reports; establishing and maintaining office files, property records, logs, and manuals; preparing invoices and other fiscal items for payment; maintaining contracts for routine services; monitoring the status of purchase orders; maintaining electronic databases to track information and suspense items; producing and reviewing a variety of written materials such as outgoing correspondence to ensure accuracy, compliance, and proper formatting, reports, tables, charts, utilizing varied and advanced functions in various types of office automation software.
OR
Education: Successful completion of one (1) full year of progressively higher level graduate education (18 semester hours or the number of units your school uses to describe one graduate year of academic study) in related field (e.g., Business, Accounting, etc.) leading to a master's degree OR bachelor's degree with superior academic achievement. Superior academic achievement is as follows: standing in the upper third of your graduating class or major subdivision OR membership in one of the national scholastic honor Societies; OR Grade Point Average. Applicants must have a grade point average of: (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

GS-09: To be eligible at the GS-09 grade level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of both Specialized Experience and Education.
Specialized Experience: One full year of specialized experience equivalent to the GS-07 grade level in Federal service. Specialized experience is defined as experience collecting, recording data, monitoring and/or tracking financial obligations, payments and/or expenditures; reviewing and processing invoices/bill of goods; providing routine technical and administrative support services in financial management procurement such as purchasing supplies, equipment, and contract services under various payment methods; providing information and making recommendations for maximizing overall efficiency and effectiveness on various administrative matters; making purchases within delegated monetary authorization and guidelines, maintaining records of such purchases, generating, and reviewing monthly purchase card reports; and providing a variety of administrative support services in areas such as space management, security, internal controls, inventory management, procurement, mail, forms management, records management, reproduction services, office automation, information management, and/or communications hardware and software services.
OR
Education: One of the following types of education in a related field (e.g., Business, Accounting, etc.): a Master's or equivalent graduate degree (such as an LL.B. or J.D., if related); OR 2 full years of progressively higher level graduate education leading to such a degree.

Combination: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year..
GS-11: To be eligible at the GS-11 grade level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of both Specialized Experience and Education.
Specialized Experience: One full year of specialized experience equivalent to the GS-09 grade level in Federal service.Specialized experience is defined as experience conducting studies and analyses of support services to make them more efficient and effective; formulating, justifying, and monitoring the execution of various contracts; advising on budgetary alternatives; identifying cost-benefit relationships between budget and program goals; analyzing financial requirements, space requirements, and other support services needs; and analyzing support services functions in areas such as space management, security, internal controls, inventory management, procurement, mail, forms management, records management, reproduction services, office automation, information management, and/or communications hardware and software services.
OR
Education: One of the following types of education in a related field (e.g., Business, Accounting, etc.): a Ph.D. or equivalent doctorate degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LLM, if related.
OR
Combination: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
