THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PHYSICAL SECURITY SPECIALIST, Position Description Number D2521000 / D2162000 and is part of the PA 193rd Air Operations Group, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a PHYSICAL SECURITY SPECIALIST, GS-0080-07, you will perform developmental assignments to further develop applicable analytical and evaluative skills and techniques. Perform recurring assignments. Participate in special initiatives, studies, and projects. Prepare written correspondence and other documentation. Perform other duties as assigned. As a PHYSICAL SECURITY SPECIALIST, GS-0080-09, you will be responsible for the management and administration of the Intrusion Detection System (IDS) program. Responsible for the management and administration of the physical access control systems (i.e. Defense Biometrics Identification System - DBIDS). Perform administrative office support functions and develop, coordinate, and publish all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans. Performs installation security duties. Manages police services. Manages Security Forces Management Information System (SFMIS). Perform and enforce the full range of SF duties within the military installation. Performs other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) Military Grades: Enlisted E1-E8 ***Must possess 3P0X1 AFSC Supervisor for this position is SMSgt Burns Manpower # 01082034 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: GS-07 (Level One) Applicant must indicate at least 12 months basic entry-level knowledge awareness of the Security Forces Squadron program to include Air Expeditionary Force deployments and the Security Forces formal training programs, to include the Readiness and Emergency Management. Able to provide guidance and recommendations to the immediate supervisor on various aspects of military personnel management, budget and management analysis supporting operational Security Forces programs, as well as, training and/or training resources. Working knowledge of Security Forces operations, mobility, contingency, and exercise plans to assist the squadron's efforts in achieving combat readiness. Have basic skills in analyzing exercise and contingency plans to assist in determining required actions in support of mission requirements. Have some experiences in the procedures for evaluating equipment needs and requirements, along with manning and training requirements to meet wartime, contingency, deployment and pre-planned taskings. Have some experiences in deployment plans, disaster preparedness plans, base recovery plans, contingency response plans, or other related plans. SPECIALIZED EXPERIENCE: GS-09 (Level Two) Applicant must indicate at least 24 months of knowledge on the management and administration of the Intrusion Detection System program. Experienced in advising supervisor of any base or site activities that may impact the Integrated Base Defense Security Systems program. Skilled in completing reports and documents the Intrusion Detection System program maintenance requirements to the servicing maintenance organization. Experienced in monitoring Intrusion Detection System false and nuisance alarms and knowledgeable on how to request assistance from the maintenance organization to resolve problems and deficiency. Experienced on coordinating with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the Integrated Base Defense Security Systems equipment and component. Capable of maintaining and using Technical Orders and commercial manuals that describe equipment components and operating procedures for Intrusion Detection System program. MEDICAL REQUIREMENTS Series GS-0080 applicants must have the capacity to perform essential functions and operations without risk to themselves or others. Must have normal color vision; and, must meet the military physical demand ratings for lifting and standing work. Must physically qualify in compliance with Department of Defense, along with the Department of the Army- or- Department of the Air Force medical standards, as required/specified by the applicable Army or Air Force military skill medical requirements. OTHER QUALIFICATION REQUIREMENTS Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. 1. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment. 2. Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. 3. Must be approved to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Operations Directives. 4. Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships. 5. No record of claustrophobia or claustrophobic tendencies. 6. Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and drug test. 7. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. 8. MUST POSSESS 3P0X1 AFSC QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
