This position functions as the Management and Program Analyst for Mental Health Service (MHS) at VA Northern Indiana Health Care System (VANIHCS). VANIHCS is a multi-site health care system with main campuses located in Fort Wayne and Marion, Indiana, and Community Based Outpatient Clinics (CBOC) in Mishawaka, Goshen, Peru, and Muncie, Indiana.
Duties
The incumbent performs key duties in the areas of management and data analysis, administration, coordination of clinical and administrative support services for Mental Health Services which encompasses General Mental Health, Acute and Chronic Inpatient Mental Health, Substance Abuse Residential Rehabilitation Treatment Program (SARRTP), Post-Traumatic Stress Disorder (PTSD), Substance Abuse Treatment Program (SATP), Suboxone Maintenance Programs, Geropyschology, , Intensive Outpatient Program, Mental Health Intensive Case Management (MHICM), Psychosocial Rehabilitation and Recovery Center (PRRC), Primary Care Mental Health Integration (PCMHI), Evidence Based Psychotherapy Programs, Vocational Rehabilitation Programs, Compensated Work Therapy Programs, Mental Health Pain Management, Neuropsychology, Mental Health Treatment Coordination, Suicide Prevention, REACH VET, Military Sexual Trauma Program, and Mental Health Consultation. Work is primarily in support of the activities managed by the Mental Health Service Chief, but the incumbent provides administrative and technical support to Mental Health Supervisors and Program Coordinators.
The primary purpose of this position is to provide administrative, technical, analytical and appropriate guidance and instruction to the Mental Health Service Chief and Front Line Supervisors for all areas within Mental Health Service based on information and analytical reports that were generated, analyzed, interpreted, and validated by the incumbent to insure maximum support to the Health Care System and appropriate treatment of VA patients.
The incumbent provides administrative, technical, and analytical support to the service and conducts extensive data collecting, display, and analysis (i.e., utilization management, performance improvement, and performance measurements.) Incumbent coordinates MHS performance measures and monitors. Outcomes are reviewed and evaluated at local, VISN, and VA Headquarter levels. Incumbent identifies clinical and administrative areas that are in non-compliance with Veterans Health Administration (VHA) defined performance standards. Incumbent notifies, coordinates, develops and executes with managers of deficient areas corrective action plans and follows issues to completion of corrective actions. Incumbent prepares comprehensive briefings for the Mental Health Leadership Team as well as clinical and administrative managers.
The incumbent manages, conducts studies, analyzes and evaluates administrative aspects of substantive, mental health related programs. Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of program goals and objectives.
The incumbent is responsible for analyzing management information requirements to develop program or administrative reporting systems including the system specifications, data gathering, analytical techniques, and systems evaluation methodology. The incumbent identifies and develops data required for use in the management and direction of mental health programs, conducts studies of service efficiency and productivity and recommends changes or improvements in organization, work methods, and procedures.
The incumbent analyzes trend data on a monthly basis to verify the accuracy of data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and recommend appropriate actions/and or alternatives.
Work Schedule: Monday-Friday; 8:00 am to 4:30 pm (some evening hours may be required)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing work processes, evaluating overall program operations, oversight of administrative and human resources requirements, assisting with procurement and contracting, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a degree or L.L.M. if related to the work of this position. This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study. (Transcripts must be submitted)
OR
Combination: A combination of experience and education as described above to qualify at the GS-11 level. This can be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicant for positions at the GS-11.
