This position serves as the Supervisor for the Finance Section, Support Services Division, for the Regional Office (RO). The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unit and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the RO budget.

Qualifications
To qualify for this position, applicants must meet all requirements (time-in-grade, specialized experience, and education) by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For the GS-12, position you must have served 52 weeks at the GS-11 grade level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience may include applying changing financial management concepts taking a solution based approach to operational efficiency and effectiveness; written and oral communication to large audience bases covering complex, technical subjects; use of analytical techniques to develop data based solutions to complex operational challenges; interpret codes, regulations, and policy to recommend changes in financial procedures or practices; collaborate with cross-functional experts to develop enterprise-wide solutions; and provide interpretive guidance to other accounting and financial management staff and functional representatives.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Education: (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a PhD or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination: (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is principally sedentary. The work is usually performed in an office setting. The incumbent must meet the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
