About the Position: Fort Leavenworth, Kansas is home to the U.S. Army Combined Arms Center. It located close to Missouri and overlooks the Missouri River. It is the oldest Army post west of the Mississippi River.
Duties
Oversees Contracting Officer?s Representative performance and comprehension to ensure contractors? compliance with contract quality, quantity, and schedule requirements; and quality assurance surveillance plans.
Conducts surveillance inspections of services provided by contractors to ensure compliance with quality assurance plans and to identify inadequacies in areas for improvement.
Investigates quality assurance capabilities and resources, in order to recommend and assist in developing policy changes, adjustments of resources, modification to procedures, etc.,
Develops operating procedures to supplement regulations and manuals of higher echelons in the area of quality assurance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You must possess or be able to obtain and maintain a SECRET security clearance.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position may be subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or Business Travel requirement approximately 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner Certification Acquisition in Career Field- Engineering and Technical Management within 36 months of entrance on duty.

This vacancy is a career ladder position being filled at the GS-11 and GS-12 levels. Non-competitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management.
GS-11 Specialized Experience: I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Analyzing a Quality Surveillance Program in support of various acquisition functional areas; 2) Assisting in coordinating OR monitoring a Quality Assurance Program and surveillance systems; AND 3) Developing, scheduling, OR conducting various quality assurances training. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes:1) Managing a Quality Surveillance Program in support of various acquisition functional areas (2) Conducting studies, coordinating, and monitoring a Quality Assurance Program and surveillance systems (3) Conducting surveillance inspections AND (4) Developing, scheduling, and conducting various quality assurances training. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
