The Veterans Health Administration (VHA) has adopted the Clinical Contact Center (CCC) Modernization Implementation, which is a model of organizing and consolidating essential Clinical Contact Center functions at the Veterans Integrated Services Network (VISN) level. The CCC provides Veterans with Clinical Triage, Virtual Clinic Visits, Pharmacy and Scheduling, 24 hours a day, seven days a week, including holidays.

Duties

The Assistant Chief, Scheduling and Administration manages the scheduling and administration operations of the contact center by promoting quality, performance improvement, efficiency, and effectiveness. He/she will serve as a technical expert for various committees and boards. The incumbent will play a major role in clinic access, data validation, quality assurance, and the education of national directives and policies. Incumbent develops, implements, monitors, and adjusts plans to cost-effectively accomplish the mission within budgetary constraints. Incumbent provides leadership and guidance to determine the resource needs of all Service organizational elements, adjusts resources such as Full Time Employee Equivalents (FTEE) within the Service, and adjusts resource allocations as dictated by a change in the program needs or requirements. The incumbent develops and implements systems and procedures for improving cost-effectiveness and productivity; devotes considerable time and attention to statistical and budget management activities, providing a dashboard for budget and expenditure estimates; and provides the non-VA patient care without exceeding allotted budget by the CCC. In addition tot he application of knowledge of fiscal management principles, this activity requires an understanding of government and agency budget systems and an awareness of the costs involved in many areas such as beneficiary travel, community care programs and medical services. Manage expenditures of funds. Issue financial allowance documents to ensure funds are available for program activities and are properly allocated, obligated and used in an efficient manner. Coordinate with and advice to management in determining and recommending the allocation and expenditure of funds. Maintain ongoing updated status of financial data and make appropriate and authorized adjustments to meet changing needs. Recommend and execute adjustments, as needed, to promote cost effective practices base on knowledge of internal operations, Agency policies, budgetary constraints, and work priorities. Ensure that fiscal transactions are compatible with requirements of OMB, General Accounting Office (GAO), and the Department of Treasury. Provide records and statements that accurately reflect a full disclosure of the financial results of operations. Works closely with VISN Business Implementation Manager, Fiscal and Health Information Management (HIMS) operations for direct impact the Veterans Equitable Resource Allocation (VERA) system, which is the primary funding model for the allocation of appropriated funds to the medical center. Serves as one of the Approving Officials for Purchase Card holder transactions, in CCC. Will ensure compliance with all Federal, VA, and local guidelines to include 8A, small business, Javits Wagner O-Day Act, and mandatory sources. Will not approve purchases exceeding authorized purchase limits unless specifically authorized to do so by the VISN. Ensure purchases are reconciled within the specified time limits; standard for reconciliations are to be 75 percent within 10 calendar days; 95 percent of payments are matched within 17 calendar days and 100 percent within 30 calendar days. Will ensure all disputes of unknown or incorrect charges are within the established time limits. Ensures that the cardholder must have all charges reconciled prior to taking annual leave or traveling for more than seven calendar days. Ensures purchase card holder maintains documentation for 6 years and 3 months, as required. Ensures cardholder enters information into IFCAP Purchase Cared Menu, prior to purchase or within one workday of purchase. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating the administrative functions of a program or section/office; planning, coordinating, and executing business functions; managing budgets and financial documents; reviewing processes and procedures to ensure compliance with requirements/standards; and overseeing or acting as a mentor for employees/co-workers. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., that is related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items.
