The primary purpose of this position, FIRE PROTECTION SPECIALIST, is to serve as Assistant Chief for Health and Safety responsible for developing/managing a comprehensive Fire Department Occupational Health and Safety Program of a sufficient magnitude for all functional areas of the base Fire Emergency Services Flight and to provide consultation, direction and guidance.
Duties
-Plan, direct, coordinate, and evaluate activities necessary to implement a comprehensive Fire Department Occupational Safety and Health Program.
-Prepare and develop specialized Flight Management Plans and Standard Operation Policies/Guides defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of instructions and policies formulated by higher headquarters or other federal government agencies.
-Manage the various program elements to prepare, equip, and respond to emergencies involving the release or potential release of hazardous materials into the environment.
-Participate within the incident management system as a command staff member and respond in accordance with Department Management Plans (DMP's)/SOG to emergency incidents.
-Plan investigations and analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written reports concerning findings.

- SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN AN SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.
- The incumbent must be certified by the DoD Firefighter Certification System as a Fire Department Health and Safety Officer and Incident Safety Officer within one year.
- Incumbent is required to work an Embedded 60 hour week which requires an uncommon tour of duty consisting of a 24 hour shift and four nine hour days in support of emergency operations.
- Subject to recall in the event of real fire/disaster emergencies. Incumbent may also be required to take part in test alerts and practice readiness exercises.
- Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job. NOTE PRE-EMPLOYMENT PHYSICAL REQUIRED.
- Required to participate in a physical fitness program and pass an annual physical.
- Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.
SPECIALIZED EXPERIENCE: Applicantsmust have, or will have within 120 days of closing of this announcement, one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-09), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of occupational safety and health management systems, principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members.
2. Knowledge of safety and health hazards associated with emergency operations; building construction; fire science and behavior relative to predicting dangerous fire ground environments; personnel accountability systems; incident scene rehabilitation strategies; and the ability to manage incident scene safety per organizational policies and national consensus standards.
3. Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions.
4. Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations.
5. Ability to operate and direct others in operating under stressful and dangerous conditions.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
*The incumbent of this position must be certified by the DoD Firefighter Certification system as a Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), Hazardous Materials (HAZMAT) Incident Commander, HAZMAT Operations with Mission Specific Competencies Personal Protective Equipment and Product Control (includes HAZMAT Awareness), Airport Fire Fighter (includes Firefighter I, II) and National Incident Management 100, 200, 300, 400, 700, 800 (or Air Force equivalent). *NOTE: Please provide a copy of certificates at time of application.
*This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus (SCBA) and entering environments designated as immediately dangerous to life or health (IDLH).
